First. Persons benefiting from aid. 1. The following persons and entities may be beneficiaries of the aid called, depending on the measure and line for which aid is requested: a) For lines L.1, L.2 and L.3: Natural or legal persons under private law, as well as groups of natural persons, such as Communities of Property (CB) or other groups that, although lacking legal personality, can carry out the operations that motivate the granting of the subsidy, which are not large companies. b) For lines L.4.2 and L.5.1: Public entities of a local nature with a territorial scope lower than the provincial one: town councils and associations. c) For lines L.4.1, L.4.3 and L.5.2: Associations, foundations, irrigation communities and regulatory councils, and other non-profit entities, including their unions and federations. 2. Second. Object, purpose and territorial scope. 1. The purpose of this call is to grant LEADER aid on a competitive basis, intended to finance unscheduled projects by public and private promoters in the Northwest territory of the Region of Murcia and the upper and western districts of Lorca, in accordance with the priorities and objectives of the EDLP of Integral 2023-2027 "Our roots, our future. For sustainable and intelligent development", within the framework of the intervention 7119.02.01 of PEPAC 2023-2027. 2. The purpose is to finance operations that promote employment, growth, gender equality, social inclusion and local development in rural areas, as well as the circular bioeconomy, in line with the priorities of the EDLP in Measures M.1 to M.5. 3. The territorial scope includes the municipalities of Bullas, Calasparra, Caravaca de la Cruz, Cehegín and Moratalla, as well as the Pedanías Altas and western Lorca: Avilés, Béjar, Coy, Culebrilla, Doña Inés, Fontanares, Humbrías, Jarales, Nogalte, Ortillo, La Paca, Torrealvilla, La Tova, Zarcilla de Ramos, Zarzadilla de Totana and Brambleclaw. 4. The aid object of this call will be co-financed from the budgetary credits of the Autonomous Community of the Region of Murcia, through the Department of Water, Agriculture, Livestock and Fisheries, at 28%, by the European Rural Development Fund (EAFRD) at 60% and by the General Administration of the State through the Ministry of Agriculture, Fisheries and Food at 12%. 2. The financing of the aid will be made from multi-year credits, in the terms established in article 37 of the Consolidated Text of the Finance Law of the Region of Murcia, approved by Legislative Decree 1/1999, of December 2. 3. The planned credits may be adjusted between the different years by means of the appropriate readjustment of annuities or between items, in accordance with the needs derived from the execution of the aid. 4. The global amount for unscheduled projects of the EDLP "Our roots, our future. For sustainable and intelligent development" through advance processing of expenses, will be €2,004,079.27. 5. In accordance with article 37.6 of Legislative Decree 1/1999, of December 2, which approves the Consolidated Text of the Finance Law of the Region of Murcia, the following early processing commitments are intended to be acquired in accordance with the years 2027, 2028 and 2029, or equivalent items in future years of the General Budgets of the Autonomous Community of the Region of Murcia, according to the following projects and amounts: Budget item 17
