Official description of the call
The purpose of this call is to grant subsidies, on a competitive basis, with the aim of contributing to the promotion of the use of Basque in the municipality that complement municipal intervention, and that are developed as follows: Scholarships for learning Basque for courses taken from October 1, 2025 to September 30, 2026. The call will be governed by these bases and by the provisions of the corresponding municipal ordinance, the General Law of Subsidies 38/2003, of November 17, Royal Decree 887/2006, of July 21 and the strategic subsidy plan of the Agurain City Council. The management of the subsidies to which these bases refer will be carried out in accordance with the principles of publicity, transparency, competition, objectivity, equality and non-discrimination, effectiveness in meeting the established objectives and efficiency in the allocation and use of public resources. Article 1. Object and purpose of the call The subsidies regulated in these rules are intended to grant scholarships for the study of Basque. Article 2. Beneficiary persons and entities 1.- The following will be considered persons and entities benefiting from subsidies: Individuals registered in the municipality during the course carried out and external services personnel hired by the City Council. 2.- Requirements that beneficiaries must meet: Be registered in the municipality of Agurain at the beginning of the course and maintain said registration at its end (except external services personnel hired by the City Council). Be 16 years old at the time of registration. That the training programs be developed from October 1, 2025 to September 30, 2026. Guarantee that attendance at the course has been at least 80 percent or certification of passing the course exclusively in the training center in which you have enrolled. Be enrolled in one of the learning centers and courses recognized by the Adult Literacy and Re-Basic Education Institute (HABE). If you are doing internships, meet the previous requirement. In this case, only the training costs will be subsidized, with accommodation and maintenance being the responsibility of the student. The selected course must guarantee the minimum teaching of a complete course of the curricular project for Basque language and adult literacy. If you can apply for other subsidies for learning Basque, such as those granted by HABE, the beneficiary must apply for them. The beneficiary may be required to provide the necessary documentation to verify whether or not the beneficiary has exercised this option. 3.- They will not have the status of beneficiaries: In those who meet any of the circumstances provided for in article 13.2 and 13.3 of Law 38/2003, of November 17, General Subsidies. Article 3. Budget allocation For the year 2026 the budget allocation is as follows: Subsidies for Basque scholarships: 10,000.00 euros corresponding to the budget item (335,480,001). The subsidies will be voluntary and will not be invoked as precedents. The municipal subsidies will be compatible with other aid to which the beneficiaries may access, however, the amount of the municipal subsidy may not be of such an amount that, alone or in conjunction with other subsidies or aid from other entities, they exceed the cost of the deficit of the activity carried out. Article 4. Amount a) If you are unemployed during the entire 2025-2026 academic year, the applicant will receive the full tuition fee, with a maximum limit of 800 euros per applicant per academic year. b) Cases in which there is no unemployment will receive 50 percent of the total tuition, with a maximum limit of 800 euros per applicant per year. c) Coaches and managers of municipal sports groups registered in Agurain will be granted the full tuition fee, with a maximum limit of 800 euros per applicant per academic year. d) If the applicants are working for more than 40 percent of the duration of the course, the amount of the scholarship will be 50 percent, with a maximum limit of 800 euros per applicant per year.
