Official description of the call
First.- Object. The purpose of this call is to regulate the granting of aid to support projects that promote activities that contribute to urban renaturalization, promoting the development, improvement and consolidation of green infrastructure and the connectivity of green and blue spaces, with the aim of increasing biodiversity and its conservation, as well as adaptation to climate change, through the generation of climate bioshelters, and improving the habitability of urban environments, especially in those environments that present a greater degree of social, economic and environmental vulnerability, integrating gender equality and opportunities in a transversal way. This call complies with the help line defined in section 1 of article 1.3 of Order TED/1060/2024, of September 25, “Development and consolidation of green infrastructure for the renaturalization and resilience of urban environments.” The call also contributes to the fulfillment of the objectives of article 8 of Regulation (EU) 2024/1991 on Nature Restoration, in particular those related to the non-net loss of urban green space and urban tree cover in DEGURBA 1 and 2 municipalities, and to its progressive increase until 2030, 2040 and 2050. Second.- Beneficiary entities. 1. In accordance with the provisions of article 2.2 of Order TED/1060/2024, of September 25, for help line 1, the following entities may obtain the status of beneficiary entity: a) City councils of provincial capitals and city councils of municipalities with a population of more than 20,000 inhabitants according to the figures resulting from the review of the Municipal Register referring to January 1, 2025. Likewise, the municipalities must be classified as DEGURBA 1 or DEGURBA 2, in accordance with the classification established by EUROSTAT. b) Provincial and provincial councils, island councils and metropolitan areas, as long as, at least, one of the municipalities in which the project actions are carried out has a population of more than 20,000 inhabitants, and the rest of the municipalities in which actions are planned are adjacent to it and have, at least, a population of 5,000 inhabitants, according to the figures resulting from the review of the Municipal Register referring to January 1, 2025. Information on the Municipal Register can be consulted on the website of the National Institute of Statistics, www.ine.es. 2. The following entities may also obtain the status of beneficiaries, as long as they are integrated into groups together with at least one entity from section 1 that must, in all cases, act as coordinator of the group: a) Entities that make up the local Administration. b) Consortia, associations, public organizations and public law entities not subject to private law c) Other non-profit entities and organizations. d) Public research organizations of the General Administration of the State and the autonomous communities. e) Public universities and their university institutes that are registered in the Registry of Universities, Centers and Degrees. f) Organizations and professional associations. g) Non-profit technological centers and technological innovation support centers at state level, registered in the registry in accordance with the provisions of Royal Decree 2093/2008, of December 19, which regulates Technology Centers and Technological Innovation Support Centers at state level and creates the Registry of such Centers. h) Public or private non-profit R&D&I centers whose statutes or applicable regulations expressly include R&D&I. i) Port authorities and State Ports. 3. When entities carry out economic and non-economic activities, aid may only be directed to the latter and the projects must not imply direct commercial commercial benefit for the beneficiary entities. In the case of groups, they must meet the conditions of article 2.1.i) and 2.6 of Order TED/1060/2024, of September 25, and will be governed according to the provisions of article 4 of this call. 4.
