First. PurposeTo regulate financial aid intended to cover the expenses linked to the compulsory schooling of children and young people residing in the municipalities of the Alt Camp region, except Valls, who are in a disadvantaged socioeconomic situation and are attending the levels of Early Childhood, Primary and ESO Education. Second. BeneficiariesPersons registered in the Alt Camp region, except Valls, who have sons and daughters enrolled in Early Childhood, Primary and ESO levels and who prove they have an active Work Plan with the Basic Social Services of the Alt Camp Regional Council, due to being in a situation of social need. Third. Access requirements Applicants for financial aid must meet the following requirements: a) Be over 18 years of age or be legally emancipated. b) Be registered in any municipality in the Alt Camp region, except Valls. c) Have sons and daughters enrolled in Early Childhood, Primary and Secondary Education levels. d) The family unit of the applicant may not exceed the income established in the income sufficiency indicator of Catalonia (IRSC), set annually by the Budget Law of the Generalitat, when it is a family unit with a single member. This index will increase proportionally, in accordance with the provisions of article 5.1, for each additional member of the family unit. e) Not have real estate property other than the habitual residence over which a right of ownership, possession or usufruct is held, except in duly accredited cases of marital separation, divorce or other similar circumstances in which the right to use and enjoy the family home has been judicially attributed to the other spouse or partner; nor receive income from economic or capital activities that provide sufficient alternative resources to meet the need for which aid is requested. f) Not have access to other financial aid that, together with this aid, exceeds the real cost of the need that is intended to be covered, in accordance with the purpose of these bases. g) Have a Work Plan with the Basic Social Services of the Alt Camp Regional Council. Obligations of the beneficiaries The obligations of the beneficiaries of the aid are: a) Submit to the verification actions carried out by the Regional Council and provide the information and documentation that is required. b) Comply with the individual or family Work Plan agreed upon with the reference professional of the Basic Social Services, which must include training measures, social or labor insertion, or therapeutic treatment, according to the circumstances of the case. c) Communicate to the Basic Social Services the variations or changes that occur in the social and economic situation of the person or the family unit that may modify the circumstances that motivated the request and granting of aid. d) Allocate the aid for the purpose for which it was granted and justify its application by presenting invoices and documents proving the expense. e) Assume the part of the expense not covered by the aid granted. f) Inform the Basic Social Services of the Alt Camp Regional Council of obtaining other aid intended for the same purpose. g) Refund the amounts granted when they are not used for the purposes for which they were granted. h) Comply with any other obligation directly related to the object of the benefit that is expressly established in the agreement for granting this aid, at the proposal of the reference technician of the Basic Social Services. Criteria for granting aid 5.1 Economic assessment To carry out the economic assessment, the Income Sufficiency Indicator of Catalonia (IRSC) in force at the time of submission of the application will be taken as a reference. To determine the economic limit based on the number of members of the economic cohabitation unit, the following formula will be applied: IRSC × 1.3 × 0.5 for each member of the family unit. The economic unit of cohabitation is understood to be the one formed by the beneficiary, his or her spouse or de facto partner and family members up to the second degree of consanguinity who live in the same home.
