Official description of the call

BDNS (923391) First. Beneficiaries. The owners of properties located in the municipality of Ciempozuelos or their tenants with a lease contract may be beneficiaries of the aid, when said properties are registered as commercial premises, with or without activity, as well as properties classified as hospitality that have not had activity during the years 2025 and 2026. Each property subject to subsidy cannot have a use other than commercial, restaurant or sports recognized for the application of any of the municipal taxes or fees. For the same property, there may only be one beneficiary, who will be the one assigned, through property title or lease contract, to pay municipal taxes. Natural or legal persons who have submitted an application in the immediately previous call for these aid may not acquire the status of applicants in this call, regardless of the help line requested and the processing status or the meaning of the resolution that falls on said application. Second. Object. The purpose of this call is to establish the conditions for the granting of financial aid aimed at promoting commercial reactivation and the improvement of the urban environment of the municipality of Ciempozuelos, promoting the continuity and reopening of commercial premises and the aesthetic improvement of properties without activity through actions to beautify facades. The aid will be granted on a competitive basis, at the request of one party and on a finalist basis, and will be used exclusively for the purpose for which it is granted. The following lines of aid are established: Line 1. Aid for properties registered as commercial premises or sports facilities with activity or intended for use by non-profit entities or associations. Line 2. Aid for current expenses, renovations or improvements of properties registered as commercial premises or restaurants that have not had activity during the years 2025 and 2026. Line 3. Aid intended for the beautification of the urban landscape through the temporary transfer of facades of properties registered as commercial premises or restaurants without activity during the years 2025 and 2026. Excluded are those properties that, although appearing cadastrally as commercial premises, have been recognized by the Administration or at the request of its owners as properties intended for use other than commercial. Third. Regulatory bases. The aid is of a subsidy nature and will be governed by Law 38/2003, of November 17, General Subsidies; by Royal Decree 887/2006, of July 21, which approves its Regulations; by the General Subsidies Ordinance of the Ciempozuelos City Council, published in the Official Gazette of the Community of Madrid number 92, of April 19, 2022; by these Regulatory Bases and by the corresponding call. In general, applicants must be up to date in compliance with their tax obligations with the City Council of Ciempozuelos, the State Tax Administration Agency and the General Treasury of Social Security. Likewise, they must meet the specific requirements established for each help line, among which the following stand out: For Line 1, effectively carry out an economic or social activity in the property, accredit said activity through a responsible declaration, activity license or equivalent official document, and be registered in one of the headings of the Tax on Economic Activities provided for in the Regulatory Bases.
