ESKORIATZA CITY COUNCIL ANNOUNCEMENT By agreement of the Mayor of May 18, 2023, the PLACEMENT IN BASQUE OF THE SIGNS OF THE ESTABLISHMENTS OF ESKORIATZA is called. For the granting of SUBSIDIES FOR THE PROMOTION OF THE CORPORATE IMAGE IN BASQUE (2023), an expense of €1,500.00 with charge has been approved to the budget application 0500.471.431.00.01 of the current budget. REGULATORY BASES FOR SUBSIDIES FOR SIGNING IN BASQUE AND PROMOTION OF THE CORPORATE IMAGE IN BASQUE OF ESKORIATZA ESTABLISHMENTS. On March 17, 2020, the Strategic Subsidies Plan 2020-2023 of the Eskoriatza City Council was approved, updated through agreements adopted by the Plenary Session of the City Council in a session held on December 20, 2022 and March 28, 2023. This plan includes the strategic lines, of which number 7 is Economic and Social Promotion. Section D of this line includes subsidies for business promotion: labeling in Basque and improving the corporate image. 1. Object. The purpose of these rules is to regulate the granting of subsidies for the placement of signs in Basque and for the improvement of the corporate image in shops, hospitality establishments and companies in the municipality. 2. Competent body. The competent body for the approval of these bases is the Mayor (in accordance with the provisions of article 22.2 e) of Law 7/1985, of April 2, regulating the Bases of Local Regime). 3. Applicable regulations. The granting of this aid and the legal relationship between the beneficiary and the granting entity will be governed by these bases and other regulations in force at the time of its granting. In everything not provided for in these rules, the following will apply: General Ordinance regulating the subsidy granting regime of the Eskoriatza City Council (Official Gazette of Gipuzkoa no. 85, of May 10, 2021). Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. Law 38/2003, of November 17, General Subsidies (BOE 18-11-2003) and General Regulations of Subsidies, approved by Royal Decree 887/2006, of July 21, in its development. Law 2/2016, of April 7, on Local Institutions of the Basque Country, and specifically its articles 17.25) and 17.26), which include "Local economic and social development and local employment policies or plans" as the responsibility of the municipalities; and “the drafting, approval and management of municipal plans to promote the use of Basque, without prejudice to the provisions of article 7 of this law.” Strategic Plan 2020-2023 for subsidies from the Eskoriatza City Council (Official Gazette of Gipuzkoa of March 17, 2020). 4. Economic allocation. The budget allocation will be one thousand five hundred euros (1,500.00 euros) and will be financed from budget application 0500.471.431.00.01 for the year 2023. 5. Amount of the subsidy. With applications that have been admitted because they meet all the requirements set out in these bases, a distribution system proportional to the amount of the expense credited in each application will be applied. The amount of the aid may not exceed 100% of the accredited expense in any case. 6. Beneficiaries. Individuals, legal entities and communities of property that meet the following requirements may be beneficiaries: Develop or intend to develop a commercial or hospitality activity in the municipality of Eskoriatza. Have a municipal license to develop these activities. Not incur any of the prohibition causes for obtaining subsidies indicated in sections 2 and 3 of art. 13 of Law 38/203, of November 17. No subsidies will be granted to public entities. 7. Eligible expenditure concepts. The activities determined later for each existing commercial or hospitality establishment or one that is going to be opened will be eligible for subsidies, provided that the requirements established in these rules are met and that they are carried out until October 31 of the year of the call. Activities to be subsidized: 1. Placement of signs: those placed on the façade as well as on the doors and windows of the commercial or hospitality establishment will be considered signs. 2.
