Official description of the call

BDNS (): In accordance with the provisions of articles 17.3b and 20.8a of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (https://www.pap.hacienda.gob.es/bdnstrans/GE/es/convocatorias). First. Beneficiaries. Natural or legal persons or entities without legal personality may be beneficiaries of this subsidy that meet the following requirements: Line 2: Investments for protection facilities against quarantine pests transmitted by insect vectors or in thermotherapy treatment equipment in vine nurseries. a) Be a professional operator registered as a producer, under public or private law, in the Registry of Professional Vegetable Operators (ROPVEG) and, therefore, be authorized by the Community of Madrid to produce MVR. However, and according to the provisions of the single transitional provision of Royal Decree 949/2021, as long as the ROPVEG is effectively created, it will be sufficient for the applicant to be registered in the Registry of Producers of Seeds and Nursery Plants (PROSEMPLAN), or in the Registry of Producers, Traders and Importers of Vegetables (ROPCIV). b) Be a producer of MVR susceptible to, among others, the following quarantine pests that are transmitted by insect vectors: 1. Xylella fastidiosa. 2nd Bursaphelenchus xilophilus. 3. HLB or citrus greening. 4th Golden Flavescence. c) Be a MVR producer from one or more of the following production places: 1. Initial category fruit and vine mother plant fields and base category citrus mother plant fields. 2. Fields of mother plants of fruit trees and vines of base categories (except citrus), certified, CAC (Conformitas Agraria Communitatis) and standard. 3. Nurseries for fruit and vine seedlings of the certified, CAC and standard categories. 4. Fields of reproductive material for aromatic and ornamental species. 5. Fields of mother plants for the production of forest reproductive material. 6. Forest nurseries. 7. Seed production fields of horticultural species of prebase, base and standard categories. 8. Fields of vegetable multiplication material. d) The investment in biosafety in protection facilities against insect vectors will be carried out in the Community of Madrid. Second Object, purpose of the aid. The purpose of this aid is to finance investments in biosecurity, specifically: Line 2: Investments for protection facilities against quarantine pests transmitted by insect vectors or in thermotherapy treatment equipment in vine nurseries. The purpose of these subsidies is to improve the competitiveness and resilience of the agri-food sector from an economic, environmental and social point of view. These aid are part of Investment 3: "Plan to Promote the sustainability and competitiveness of agriculture and livestock. II: Strengthen training and biosafety systems in nurseries and cleaning and disinfection centers", included in Component 3: "Environmental and Digital Transformation of the Agri-Food and Fisheries System", Lever I: "Urban and Rural Agenda, fight against depopulation and development of agriculture" (C3.I3.) of the Recovery, Transformation and Resilience Plan-Funded by the European Union-Next Generation. Third. Regulatory bases. The regulatory bases of this call are regulated in Royal Decree 949/2021, of November 2, which establishes the regulatory bases for the granting of subsidies for investments in biosafety for the improvement or construction of cleaning and disinfection centers for livestock road transport vehicles, as well as for investments in biosafety in nurseries, undertaken by certain producers of plant reproductive materials, within the framework of the Recovery, Transformation and Resilience, published in the OFFICIAL STATE BULLETIN no. 263, of November 3, 2021. Royal Decree 949/2021 has been modified by Royal Decree 367/2023, of May 16, which modifies two royal decrees of regulatory bases for aid and subsidies related to the Plan to Promote the Sustainability and Competitiveness of Agriculture and Livestock and biosafety in the field of road transport of livestock and in the one from viv
