Official description of the call

BDNS (identification code): In accordance with the provisions of articles 17.3.b) and 20.8.a) of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (https://www.pap.hacienda.gob.es/bdnstrans/GE/es/convocatorias). First Beneficiaries The following may be beneficiaries of these subsidies: a) Municipalities with less than 5,000 inhabitants and with a forest area of at least 50% as listed in Annex I. b) Associations that are constituted with at least half of the municipalities included in Annex I. c) Non-profit entities that have among their purposes the development of actions to promote or encourage primary production activities and/or activities. linked to sustainable development or sustainable forest management, which has an impact on the promotion of social and economic activity in areas affected by adverse demographic characteristics, which are listed in Annex I. These entities must be validly constituted, have domicile in the territory of the Community of Madrid, and be duly registered in the corresponding registry. Non-profit entities may not be beneficiaries of the actions provided for in article 7.2 a) of the regulatory bases. Second Object 1. The purpose of these subsidies is to finance bioeconomy actions in municipalities with demographic difficulties within the framework of the Recovery, Transformation and Resilience Plan (PRTR). 2. The payment of the aid will be in advance in the amount of 100 percent of the aid granted. 3. The purpose of these subsidies is to contribute to reactivate and encourage economic activity in areas in situations of territorial vulnerability and demographic decline, through the development of initiatives aimed at the sustainable management and use of forest resources, generating employment and revaluing the territory, in addition to promoting local social benefits. 4. These subsidies are part of Investment 4 "Sustainable forest management" (submeasure I4b "Other sustainable forest management actions"), included in Component 4: "Conservation and restoration of ecosystems and their biodiversity" of the Recovery, Transformation and Resilience Plan - Financed by the European Union - NextGenerationEU and will be 100% co-financed by public spending by the Recovery and Resilience Mechanism. Third Regulatory bases This call for aid is regulated by the Order, of September 6, 2023, of the Ministry of the Presidency, Justice and Local Administration, which establishes the regulatory bases for subsidies aimed at financing bioeconomy actions in municipalities with demographic difficulties within the framework of the Recovery, Transformation and Resilience Plan financed by the European Union - NextGenerationEU (C4.I4b) and approves the call for the year 2023. Fourth Amount and financing of aid The maximum amount of subsidies for actions to protect the landscape and natural and cultural heritage linked to sustainable tourism provided for in article 7.2 a) of the regulatory bases will be 30,000 euros. For the rest of the actions, the maximum amount will be 15,000 euros. The expenses associated with the projects of article 7.2 a) in terms of project drafting, construction management and health and safety coordination will only be eligible for subsidies up to a maximum of 12 percent of the total eligible investment. Financial aid may reach up to 100% of the eligible total, with the maximum limits set out in the previous point, until the budgetary credits authorized for each call are exhausted. Up to three actions per beneficiary may be subsidized, as long as they belong to different types of actions in article 7 of the regulatory bases. These subsidies will be financed from item 79909 "Other actions" of the Expenditure Budget of Program 942O "Territorial Rebalancing", for the year 2023 with an amount of 965,322 euros, distributed according to the following groups of beneficiaries: - Local entities: 865,322 euros - Non-profit entities: 100,000 euros If there are remaining balances of one of the two groups may be assigned to the other to attend to the maximum number of requests that meet
