FIRST. OBJECT OF THE CALL. The purpose of this call is to support innovation by promoting Incubation and Acceleration or Scaling Programs of Innovative Projects developed by Public Universities, non-profit Foundations linked to Public Universities, Science Parks and Public Research Organizations that allow the creation of derivative companies for the transfer of knowledge or the scaling of already created companies. This complies with the provisions of the Strategic Subsidy Plan of the Government Area of Economy, Innovation and Employment 2023-2025 (current Government Area of Economy, Innovation and Finance in accordance with the Decree of June 17, 2023 of the Mayor, which establishes the number, name and powers of the areas in which the Administration of the Madrid City Council is structured); specifically, to Objective 2 of Subsidy Line 1 by positioning Madrid as a city that develops actions aimed at promoting innovation in companies and as an attractive destination for the development of programs and activities with high R&D&I content through the valorization and transfer of research results to companies. The management of the subsidies contemplated in this call will be subject to the principles of publicity, transparency, objectivity, equality and non-discrimination, as well as effectiveness in meeting objectives and efficiency in the allocation and use of public resources. SECOND. REQUIREMENTS TO BE BENEFICIARIES. Beneficiary entities will be considered those that carry out eligible activities and that meet the status of public university, non-profit foundation linked to a public university, public research organization and science park, and must, in any case, carry out their activities and have headquarters in the territorial area of the municipality of Madrid. Entities that request a subsidy must meet the following requirements at the end of the application submission period, which must be maintained, at least, during the period in which they enjoy the status of beneficiaries: a)Have the administrative, financial and operational capacity to comply with all the obligations they assume with the acceptance of the aid regulated by these bases. b)Develop its activities and have at least one headquarters in the territorial area of the municipality of Madrid. c) Be up to date with compliance with your tax and Social Security obligations. d) Be up to date in compliance with your tax obligations with the Madrid City Council. e) Be up to date with payment of obligations for reimbursement of subsidies. f)Not having subsidies granted by the Madrid City Council or its public bodies pending justification, provided that the period established for their presentation had ended, regardless of whether the requirement referred to in article 70.3 of the RGS had been carried out or not. The assessment of this prohibition will be carried out automatically and will subsist as long as the absence of justification persists. g) Not be subject to the rest of the prohibitions established in sections 2 and 3 of article 13 of the LGS to obtain the status of beneficiary entity of subsidies. THIRD. REGULATORY BASES. The regulatory bases are contained in Annex I of the Decree of September 26, 2023 of the delegate of the Government Area of Economy, Innovation and Finance, as well as in the Ordinance of General Regulatory Bases for the granting of Subsidies by the Madrid City Council and its Autonomous Bodies of October 30, 2013, published on www.madrid.es. ROOM. GRANT AMOUNT AND FINANCING. The total amount allocated to this call is €630,000 (six hundred and thirty thousand euros), which will be allocated to the following budget applications corresponding to the year 2023: •001/141/46200/453.03: “To Public Universities”: 360,000 euros •001/141/46200/480.99: “To others Foundations”: 180,000 euros •001/141/46200/421.20: “To other State Agencies”: 90,000 euros The amount of the subsidy will be considered a certain amount for the purposes of the provisions of article 18.1 of the OBRS, understanding that the difference in financing necessary for the total is the responsibility of the beneficiary entity.
