Official description of the call

In accordance with the provisions of articles 17.3.b) and 20.8.a) of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (http://www.pap.minhap.gob.es/bdnstrans) and on the website www.comunidad.madrid BDNS (ID): First. Object and purpose of the call. The purpose of this call, corresponding to the year 2023, is to regulate the granting of public aid aimed at attracting "César Nombela" research talent under a competitive competition regime, under the principles of publicity, transparency, objectivity, equality and non-discrimination, as well as effectiveness and efficiency in the allocation and use of public resources. The purpose of these grants is: a) Promote the hiring of doctoral research personnel, who have developed their professional activity abroad for a certain period of time, for their incorporation into the research groups of the Community of Madrid. b) Promote the scientific career of doctoral research personnel by encouraging them to obtain the skills and abilities that allow them to obtain a stable position in a research organization of the Community of Madrid through obtaining accreditation as an established researcher (R3 certificate). c) Promote the mobility of doctoral research personnel and encourage active participation in regional, national and international networks and consortia. The grants are named after the distinguished researcher Mr. César Nombela Cano in recognition of his excellent professional career in the field of microbial molecular biology and biotechnology. Second. Beneficiary entities. Those that meet the requirements established in article 4 of Order 2755/2023, of July 26, of the Ministry of Education, Science and Universities, which establishes the regulatory bases for aid to attract research talent "César Nombela", at the time of submission of the application, may have the status of beneficiary entities. Third. Amount and duration of the aid The budget of the call amounts to 20,845,000, to be executed during the 5 years of duration of the aid, with the following annualized distribution: Annuity (euros) TOTAL (euros) 2023 2024 2025 2026 2027 4,169,000 4,169,000 4,169,000 4,169,000 4,169,000 20,845,000 Fifth. Characteristics of the aid Both the expenses associated with the hiring of doctoral research personnel and additional aid for carrying out research activities linked to the scientific-technical lines of interest for the region indicated in the annex to the order approving the call will be financed. The aid for hiring doctoral research personnel will be co-financed between the Community of Madrid and the beneficiary entity, which will assume this co-financing commitment. The amount of additional financing will be provided entirely by the Community of Madrid. The annual aid for hiring doctoral research personnel will be used to pay salary and Social Security costs. During the first three years and until you obtain, if applicable, the R3 certificate that accredits you as an established researcher, the aid granted by contract will be 41,000 euros, with 40,000 euros per year being the minimum remuneration to be received. When the R3 certificate is obtained, the minimum remuneration to be received will be 47,000 euros and the aid granted for its financing will rise to 49,000 euros. The aid for R&D activities will be a maximum of 200,000 euros and may be used to finance direct costs derived from research such as hiring of personnel, purchase of materials, amortization of equipment, travel, short stays, etc. and the financing of indirect costs. Applications will be submitted by the requesting entities within a period of ten days from the day following the publication of this extract in the Official Gazette of the Community of Madrid.
