Extract from the Decree of May 26, 2023 of the Delegate of the Government Area of Urban Development, which approves the public call for 2023 subsidies for rehabilitation actions of residential buildings in the neighborhoods of Poblado Dirigido de Orcasitas, Meseta de Orcasitas and Barrio de San Pascual of Madrid, “Plan Transforma tu Barrio 2023”. BNDS: First. Object.- The promotion and promotion of the implementation of accessibility, conservation, energy efficiency and asbestos removal actions in existing buildings with characteristic residential use, in each of the delimited areas. Second. Beneficiaries and their requirements.- The communities of owners, associations of owners or other groups of communities of owners of residential buildings for residential use, constituted in accordance with the provisions of article 5 of Law 49/1960, of July 21, on Horizontal Property. The owners who collectively own residential buildings for residential use, who meet the requirements established in article 396 of the Civil Code, even if they have not granted the title constituting horizontal property. The sole owners of residential buildings for residential use in the single-family category. Cooperative societies composed of groups of owners of homes or buildings that meet the requirements established in article 396 of the Civil Code, as well as by owners who make up communities of owners or groups of communities of owners constituted in accordance with the provisions of article 5 of Law 49/1960, of July 21, on Horizontal Property. The sole owner(s) of collective housing typology buildings, who hold more than 60% of the community's participation quota, prior commitment to contribute their empty homes in the building to the “Reviva Madrid” program of the Comprehensive Municipal Rental Plan of the Municipal Housing and Land Company of Madrid, S.A., in the proportion that appears in the call and with the minimum transfer of one home. Third. Amount.- The total amount of the call amounts to 2,400,000.00 euros, distributed in the annuities 2023 (400,000.00 euros) and 2024 (2,000,000.00 euros). The subsidies of lines 1 and 2, which are granted under this call, will be attributed to the budget application 001/161/152.20/789.00 "Other capital transfers to families" Territorial Rebalancing Fund (Fund 5) of the budget of the Madrid City Council for the years 2023 and 2024. The subsidies of line 3, which are granted under This call will be charged to the budget application 001/161/152.20/789.00 "Other capital transfers to families" of the budget of the Madrid City Council for the years 2023 and 2024. Broken down by lines, the amounts would be: Line 1: “Directed Village of Orcasitas”, The total amount amounts to 700,000.00 euros, distributed in the annuities 2023 (200,000.00 euros) and 2024 (500,000.00 euros). Line 2: “Orcasitas Plateau”. The total amount amounts to 700,000.00 euros, distributed in the annuities 2023 (200,000.00 euros) and 2024 (500,000.00 euros). Line 3: “San Pascual neighborhood”. The total amount amounts to 1,000,000.00 euros, distributed in the annuities 2023 (0.00 euros) and 2024 (1,000,000.00 euros). Exceptionally, in addition to the total amount indicated, subsidies may be granted for an additional amount without the need for a new call, with the requirements provided for in article 58.2 of Royal Decree 887/2006, of July 21. The additional amount may reach up to 100% of the total amount assigned to this call, without in any case exceeding the amounts established in the current Strategic Subsidy Plan of the Urban Development Government Area 2022-2024, approved by Decree of the Delegate of the Urban Development Government Area of January 18, 2022, and its effectiveness will be conditional on the declaration of availability of the credit. The aid covered by this call will consist of a percentage of the protectable budget, depending on the type of eligible action, all in accordance with the provisions of article 22 of the call and its Annex.
