Beneficiaries The following will be eligible for this aid: a) The owners of agricultural holdings registered in the General Registry of Livestock Holdings (REGA) regulated by Royal Decree 479/2004, of March 26, or in the General Registry of Agricultural Production (REGEPA) regulated by Royal Decree 9/2015, of January 16, who have obtained at least 25% of their income from agricultural activities in the year prior to the submission of the application, or in the three years prior to the year of the application, taking into account the average data. The limit of 25 percent of income from agricultural activities will not apply to exploitation owners who have started agricultural activity within the three years prior to the call. In the case of farms whose owner is an associative entity, its members may also be individual beneficiaries of these subsidies. b) SMEs active in the food and beverage manufacturing industry (CNAE C10 and C11 of the Economic Classification of Economic Activities - CNAE 2009). c) Economic operators active in maritime fishing or aquaculture (CNAE A311 and A32 of the CNAE 2009). d) The shipowners or owners of fishing vessels on the third list of the Registry of Vessels and Shipping Companies who are registered in the General Registry of the Fishing Fleet and in possession of the fishing license in force at the beginning of the reference period. e) Fishing associative entities. f) Agri-food cooperatives. g) Economic operators in the wholesale trade of fruits and vegetables and cotton processing (CNAE 4631 and 1310 of the CNAE 2009, in the latter case exclusively those authorized based on article 75 of Royal Decree 1048/2022, of December 27). Second. Object. The aid will consist of financing the total amount of the SAECA guarantee commission. In addition, the study commission of the SAECA guarantee will be financed in the following cases: a) Agricultural owners insured within the framework of the Combined Agricultural Insurance Plan. b) Owners of agricultural holdings who are young farmers. c) Shipowners or owners of fishing vessels who are not more than forty years old. d) Applicants integrated into a priority agri-food associative entity or a recognized producer organization. e) Agricultural holdings located in areas declared areas seriously affected by a civil protection emergency. f) Agricultural holdings registered in the Registry of shared ownership agricultural holdings of the Ministry of Agriculture, Fisheries and Food. g) Agri-food cooperatives that come from a merger of at least two cooperative entities in the last two years. The cost of the guarantees subject to subsidy will be, for the study commission, 0.50% of the guaranteed amount, once upon formalization of the loan, and for the guarantee commission, 1.15% per year on the outstanding balance of the guaranteed loan. Third. Regulatory bases. Royal Decree 388/2021, of June 1, published in the BOE of June 2, 2021. Fourth. Amount The maximum global amount of this aid will be 7,593,656.36 euros, which will be financed from budget application 21.01.411M.770 of the General State Budgets, charged to the following budget years: 2023 budget year: 4,723,656.36 euros Budget year 2024: 2,870,000 euros Fifth. Application submission deadline. The application submission period will begin the day following the publication of this extract in the BOE and will end on September 15, 2024. Sixth. Other data. The amount of the subsidy to each applicant will be limited by the provisions of European Union legislation in relation to de minimis aid, which as regards beneficiaries of this aid limits the total amount of de minimis aid granted to agricultural holdings to €20,000 during any period of 3 fiscal years, and the total amount of de minimis aid granted to companies in the fishing sector to €30,000. and aquaculture
