1.- PURPOSE AND RECIPIENT ENTITIES OF THE CALL. EXCLUSIONS The purpose of these Bases is to establish the specific rules within the framework of the General Subsidies Ordinance of this Provincial Council, to regulate access to public subsidies, on a competitive basis, to associations, foundations and other private non-profit entities, as well as universities created in accordance with Organic Law 2/2023, of March 22, of the University System, and to public research organizations, to carry out the following projects or initiatives as established. in art. 23 of Law 38/2003 that are developed during 2024. RECIPIENT ENTITIES: Associations, foundations and other private non-profit entities, as well as universities created in accordance with Organic Law 2/2023, of March 22, of the University System, and public research organizations, to carry out the following projects or initiatives as established in art. 23 of Law 38/2003 that are developed during 2024. Each Association can only submit a single application. 2.- BUDGET ALLOCATION: This subsidy plan is included in the General Budget of the Provincial Council of Cáceres for the year 2024, in application 05.4631.48100 Call for Associations. Democratic Memory endowed with a total amount of €30,000.00. 3.- REQUIREMENTS OF APPLICANTS: 1. Associations, foundations and other private non-profit entities, as well as universities created in accordance with Organic Law 2/2023, of March 22, and public research organizations, may be beneficiaries of the aid granted under these regulatory bases. These entities must be legally constituted and registered, where appropriate, in the corresponding registries, be non-profit and have incorporated, among their objectives or activities, those related to the recovery of Democratic Memory and the recognition of the victims of the Civil War and the Dictatorship. Likewise, groups of non-profit individuals who have a legitimate interest may be beneficiaries, in accordance with the provisions of article 11.3 of Law 38/2003, of November 17, for which they must present a document that certifies their existence and their purposes, record the execution commitments assumed by each member of the group, and appoint a representative or sole representative of the group with sufficient powers to comply with the obligations that, as beneficiary, correspond to the group. The required requirements must be met on the date of publication of the corresponding call and maintained throughout the period of execution of the subsidized activity. 2. For-profit corporate entities, political parties, professional associations, public law entities (except Universities created in accordance with Organic Law 2/2023, of March 22, and public research organizations) and other entities with similar specific purposes and nature as those mentioned above are excluded as possible beneficiaries. 3. Those who fall into any of the circumstances provided for in sections 2 and 3 of article 13 of Law 38/2003, of November 17, will not be able to obtain the status of beneficiary entities. 4. The project or initiative must be carried out within the province of Cáceres, that is, in one of the municipalities that make it up. 5. The call may provide for the replacement of certain documents and the accreditation of the requirements to obtain the status of beneficiary through a responsible declaration signed by the body of the local entity or representative of the requesting entity to which the representation or highest management is attributed, in its regulations or statutes. The validity period of this responsible declaration will be 6 months, as established in article 7.4 of the General Subsidies Ordinance of the Provincial Council of Cáceres. 4.- APPLICATIONS This Call will be processed electronically through the electronic headquarters of the Provincial Council of Cáceres. Electronic processing will be mandatory in all phases of the procedure, including, where appropriate, the refund phase. The Provincial Council of Cáceres will also carry out all its procedures electronically, through the headquarters.
