* In accordance with the provisions of articles 17.3.b and 20.8.a of * Law 38/2003, of November 17, General Subsidies, the * Extract of the Call is published, the full text of which can be consulted in the * National Subsidies Database: * http://www.pap.minhap.gob.es/bdnstrans/es/index * * First.- Purpose and regulation * * 1. Approve the Call for subsidies, under a competitive * concurrence regime, intended to finance labor and social * security costs, during the 2024 financial year, derived from the indefinite * hiring of the workers who make up the UAAP of the CEE * registered in the SCE Registry of CEE. * * 2. Approve the corresponding expense, charged to the credit recorded in * the following application of the SCE Budget Expenditure Statement * for the year 2024: Application 2024.5001.241L 470.02.00 50400039 * "Employment opportunities for groups with special difficulties" * Fund 4050030, for an estimated amount of four hundred and fifty thousand * euros (€450,000.00). * * 3. The regulatory bases of this Call are approved by * Order of December 30, 2022, of the Ministry of Economy, * Knowledge and Employment, of regulatory bases for the granting of * subsidies to promote the labor inclusion of people with * disabilities in the ordinary and protected labor market (BOC No. 9 * of 01/13/2023), in relation to the basic regulations of the State, which * dictates Royal Decree 469/2006, of April 21, which regulates the UAAP in * the framework of personal and social adjustment services of the CEE (BOE 96 * of 04/22/2006). And it is also issued in accordance with what is regulated in the * following regulations: * * • Decree 36/2009, of March 31, which establishes the general regime * of subsidies of the Autonomous Community of the Canary Islands (BOC 68 of * 04/08/2009), modified by Decree 5/2015, of January 30 (BOC 26 of * 02/09/2015), and by Decree 151/2022, of June 23 (BOC 132 of * 07/05/2022). * • Royal Decree 1069/2021, of December 4, which approves * the Spanish Strategy for Active Support for Employment 2021-2024. * • Royal Decree 818/2021, of September 28, which regulates the * common employment activation programs of the National Employment * System (BOE 233 of 09/29/2021). * • Royal Decree 2273/1985, of December 4, on EEC Regulations * (BOE 294 of 12/09/1985). * • Royal Decree 1368/1985, of July 17, on special employment relationships in the EEC (BOE 189 of 08/08/1985). * • Royal Legislative Decree 1/2013, of November 29, which * approves the consolidated text of the General Law on the rights of people * with disabilities and their social inclusion (BOE 289 of 03/12/2013). * • Law 38/2003, of November 17, General Subsidies (BOE 276 * of 11/18/2003) and its implementing regulations, approved by Royal Decree * 887/2006, of July 21 (BOE 176 of 07/25/2006), whose precepts are * considered basic legislation of the State, according to its Final Provision * 1st, mandatory application. * * On the other hand, the subsidies of this Call are covered by * art. 34 of Regulation (EU) no. 651/2014, of the Commission, of June 17, 2014, which dictates that aid to compensate for the additional * costs of employment of disabled workers * will be compatible with the common market in accordance with art. 107, section. 3, * of the Treaty, being exempt from the notification obligation * established in art. 108, section. 3, of the Treaty, it is not necessary * that they have an incentive effect or they will be considered to have one (art. * 6.5d of the aforementioned Regulation), provided that the costs of * employment of personnel are subsidized, exclusively, during the time dedicated to * assisting workers with disabilities, or training of * said personnel, to help workers with disabilities * (Art. 34.2b), provided that the rest of the conditions * provided for in chapter 1 are met of the Regulation itself. The aid intensity * must not exceed 100% of eligible costs. * * The aid that is * granted by the competent public administrations within the framework of * the common and specific activation programs of the SEPE will be considered compatible with the internal market, as long as * it involves aid for the training and hiring and employment of * disadvantaged workers and workers with * disabilities, and
