Official description of the call
First. - Object. 1. This Order aims to call for subsidies for the year 2024 for livestock organizations or associations to promote Spanish native breeds in danger of extinction, officially recognized by the Autonomous Community of Aragon, in accordance with the provisions of Royal Decree 1625/2011, of November 14, which establishes the regulatory bases for subsidies intended for the promotion of native breeds. Spanish, modified by Royal Decree 45/2019, of February 8, which establishes the zootechnical standards applicable to purebred breeding animals, hybrid breeding pigs and their reproductive material and updates the National Program for the conservation, improvement and promotion of livestock breeds, in turn modified by Royal Decree 527/2023, of June 20, which modifies Annex I of the Royal Decree 45/2019, of February 8, to update the Official Catalog of Livestock Breeds of Spain, and Annex II, for breed codification, of Royal Decree 429/2022, of June 7 and the provisions of Law 38/2003, of November 17, General Subsidies and in the Consolidated Text of the Aragon Subsidies Law approved by Legislative Decree 2/2023, of May 3, of the Government of Aragon. 2. These subsidies are also in accordance with Commission Regulation (EU) 2022/2472, of December 14, declaring certain categories of aid in the agricultural and forestry sectors and in rural areas compatible with the internal market in application of articles 107 and 108 of the Treaty on the Functioning of the European Union, published in the Official Journal of the European Union number 193, of July 1, 2014. Second. – Beneficiary Entities. Organizations or associations of breeders in danger of extinction that meet the following requirements may be beneficiary entities of the subsidies: a) Be officially recognized for the management of the breed's stud book, by the Autonomous Community of Aragon. b) In the event that there are several associations recognized for the same breed, either in the same autonomous community or in different autonomous communities, they must be integrated into a single second-level association, and said second-level association must be the applicant for the aid. c) Comply with the provisions of Regulation (EU) 2016/1012 of the European Parliament and of the Council, of June 8, 2016, relating to the zootechnical and genealogical conditions for the breeding, trade and entry into the Union of purebred breeding animals, hybrid breeding pigs and their reproductive material, and which amends Regulation (EU) No. 652/2014 and the Council Directives 89/608/EEC and 90/425/EEC and certain acts in the field of animal husbandry (“Regulation on animal husbandry”) and Royal Decree 45/2019, of February 8, are repealed. d) Have the status of SME, in accordance with the provisions of Article 2 and Annex I of Commission Regulation (EU) 2022/2472, of December 14, a requirement that must also be met by the livestock farms on which the eligible activities are carried out. e) Not be considered a company in crisis, in accordance with article 2.59 of Commission Regulation (EU) 2022/2472, of December 14, as the company in crisis is defined in the Community guidelines on state aid for the rescue and restructuring of companies in crisis, in accordance with the Guidelines on state aid for the rescue and restructuring of non-financial companies in crisis (Communication 2014/C 249/01, of the Commission, of July 31, 2014). f) Not be subject to a pending recovery order following a previous Commission decision that has declared aid illegal and incompatible with the internal market. Third. - Regulatory bases. Royal Decree 1625/2011, of November 14, which establishes the regulatory bases for subsidies intended for the promotion of Spanish native breeds (BOE no. 295 of December 8). The deadline for submitting applications for subsidies will be 10 business days from the day following the publication of the call in the “Official Gazette of Aragon”.
