Official description of the call
First. — Object The purpose of this order is to call for subsidies that contribute to the rehabilitation of municipal public assets by carrying out urban renewal actions consisting of the demolition and demolition of buildings, with the purpose of developing Thematic Axis 2 – Accommodation – of the Special Directive on Demographic Policy and against Depopulation charged to the Territorial Cohesion Fund. Second. — Basic regulations The subsidies will be governed by this call, Order VMV/1795/2021, of November 30, which establishes the regulatory bases for the granting of subsidies in development of the Special Directive on Demographic Policy and against Depopulation charged to the Territorial Cohesion Fund, the consolidated text of the Aragon Subsidies Law, approved by Legislative Decree 2/2023, of May 3; and other state or regional regulations applicable to subsidies granted by the Administration of the Autonomous Community of Aragon. Third. — Beneficiaries The following municipalities may be beneficiaries of the subsidies, provided that they are selected in accordance with the evaluation criteria indicated in this call: Municipalities whose classification in the structure of the settlement system of Aragon corresponds to ranks VIII, IX or X (8, 9 or 10). Municipalities whose rank is lower than VIII (8) in the classification of the structure of the settlement system, belonging to the regions whose development value, according to the Synthetic Territorial Development Index (hereinafter, ISDT), is less than 100. Municipalities whose rank is lower than VIII (8) and are located in a region whose ISDT is equal to or greater than 100, which contain population settlements whose rank is VIII, IX or or 10), as long as the eligible action is carried out in said settlements. Settlements with these characteristics belonging to the municipality of Zaragoza are excluded. Municipalities that have population settlements whose rank is less than VIII (8), are located in a region whose ISDT is equal to or greater than 100 and its auxiliary ISDT is less than 100, as long as the eligible action is carried out in said settlements. Municipalities whose rank is less than VIII, except for ranks I, II and III, and whose functionality value is greater than 150, provided that they are located in regions whose ISDT is less than one hundred 100. For the classification of settlements, the rank attributed to each locality in Order VMV/1076/2023, of August 8, which publishes the update of the Structure of the Settlement System of Aragon, is published. defined in the Territorial Planning Strategy of Aragon (EOTA) based on the 2022 Gazette of inhabitants and other socioeconomic variables; and in Order DDJ/314/2024, of March 22, which establishes the synthetic index of territorial development of municipalities and regions regulated in Law 3/2022, of October 6, on geographical information of Aragon, as well as Order DDJ/466/2024, of May 6, which modifies it. The classification and technical assessment of the municipalities and settlements according to these criteria appears as an Annex to this order. Room. — Requirements The following entities may not obtain beneficiary status: a) Those that are subject to any of the causes of prohibition provided for in the applicable regulations on subsidies. b) The entities contemplated in articles 4.1.c) and 8.1 of Law 8/2015, of March 25, on Transparency of Public Activity and Citizen Participation of Aragon that do not comply with the transparency obligations recognized in Chapter II of the aforementioned law. c) Entities that have failed to comply with environmental legislation or have been sanctioned in labor matters, rights of LGTBI people, rights and guarantees of people with disabilities, in matters of inclusive employment or for violation of the provisions of other similar mandatory regulations. d) In accordance with the provisions of article 9.b) of the consolidated text of the Aragon Subsidies Law, approved by Legislative Decree 2/2023, of May 3, of the Government of Aragon, those entities that, having been beneficiaries of subsidies that have been granted to them in previous years and for the same destination or purpose, cannot be considered beneficiary entities.
