Announcement from the Carcaixent City Council about the Call and Regulatory Bases for the 2024 Trade Bonus, which consists of financial aid to citizens with the purpose of reactivating the local economy

Official description of the call

1. JUSTIFICATION OF THE ACTION. The current economic situation, after COVID, as well as the drop in consumption, the increase in inflation and the costs of raw materials, means that small businesses are directly affected, threatening the closure of many of them. It is necessary to promote campaigns that are based on the injection of consumption and avoid the leakage of expenses towards other types of commercial formats, especially in times of greatest consumption by the population. For this reason, the planning and execution of actions is required that cannot ignore the general principles that govern relations between Public Administrations, always with respect to the principle of autonomy recognized between Administrations, as established in article 55 a) of Law 7/1985, regulating the Bases of Local Regime, respecting the legitimate exercise of powers between administrations. Even so, the Carcaixent City Council has among its objectives to minimize the social and economic impact that this situation has caused on its local economic fabric. 2. OBJECT, COMPETENCE, PURPOSE AND SCOPE OF USE The purpose of these rules is the regulation of the "TRADE BONUS" which consists of aid to citizens in order to reactivate the local economy. This aid is materialized through “€50 prepaid electronic cards”, where citizens pay one amount and the City Council another, all with the aim of being used in Carcaixent businesses that are part of the Good Carcaixent Commerce campaign. The maximum date of consumption of the bonuses will be October 28, 2024, their use becoming void as of the indicated date, with no possibility of refund or renewal of the card. The carrying out of this action has a place within the jurisdictional framework of article 33.3 letter g) of Law 8/2010, on the Local Regime of the Valencian Community. 3. AMOUNT OF THE “TRADE BONUS” AND BONUSES. The detail of the distribution of the contribution of the citizen and the City Council is as follows: The “Commerce Bonus” will have a value of €50 of which, the person will contribute €20 and the Carcaixent City Council will contribute €30, articulated through a total of 1000 cards. This distribution represents for the citizen a 60% discount on the purchased voucher, globally. 4. BENEFICIARIES OF THE AID All people registered in Carcaixent and of legal age who use the good stores to make purchases in the Carcaixent stores participating in the “Commerce Bonus” campaign may be beneficiaries of this aid. In any case, the purchase of the vouchers will be limited to 1 BONUS per person. People who are in any of the situations of prohibition of holding such condition established in article 13 of Law 38/2003, of November 17, General of Subsidies, may not be beneficiaries of this aid. Beneficiaries of good trade will have to sign a responsible declaration in order to comply with these requirements to be a beneficiary of public aid. 5. GRANT PROCEDURE AND CRITERIA The aid granting procedure will be determined by the competitive bidding procedure. The criteria for granting trading bonuses will be the order established by the time of the purchase date (day and time). For the allocation, examination and distribution of the aid, an Assessment Commission is created made up of the Local Development Agent who will hold the presidency and two officials from the Carcaixent City Council who will hold the secretariat and a member. The organization and instruction of the procedure will correspond to the Local Development Agency. The Assessment Commission will submit a list of beneficiaries to the Local Government Board and the Municipal Intervention for their information. The resolution may be modified if manifest errors taken into account for the granting of aid are detected. 6. BOND PURCHASE PROCEDURE AND DEADLINE With the aim of providing maximum transparency to the procedure, an “Appointment Schedule” will be enabled which can be accessed through the Carcaixent City Council website and in which interested parties will have to indicate their ID and personal data. The range of bonuses can only be made to people who have indicated their ID at the time.
