Official description of the call
First. Beneficiaries. Livestock farmers or owners of livestock farms who are natural persons, legal persons or other entities without legal personality may benefit from this aid, in which case they must comply with the conditions established in article 11.3 of Law 38/2003, of November 17, General Subsidies, and who meet the following requirements: a) Maintain livestock under an extensive regime in the autonomous community of Castilla-La Mancha. b) The livestock must belong to a livestock farm included in the General Registry of Livestock Farms or have a REGA code and a Livestock Origin and Health Guide for transhumance. c) Not exceed the threshold for accumulation of de minimis aid of 25,000 euros in a period of three fiscal years, as provided in Regulation (EU) No. 1408/2013, of the Commission, of December 18, 2013, relating to the application of articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid in the agricultural sector. d) Be up to date with the obligations for reimbursement of subsidies, taxes and social security as regulated in the regulations for the development of the Consolidated Text of the Finance Law of Castilla-La Mancha on subsidies, approved by Legislative Decree 1/2002, of November 19 (Decree 21/2008, of February 5). Second. Purpose To call, through the advance processing procedure, for the financial year 2025 the aid regulated by Order 127/2017, of July 5, of the Ministry of Agriculture, Environment and Rural Development, which establishes the regulatory bases for the granting of de minimis aid to alleviate damage related to attacks by Iberian wolves (Canis lupus signatus) on domestic livestock in Castilla-La Mancha. Third. Regulatory bases. Fourth. Financing. The amount of aid will be calculated according to the tables in Annex I of the basic order. The values that appear in Annex I of the basic order will be increased by 10% over the established base value in the case of having received specific training, of at least 20 hours, in the management and/or prevention of attacks on farms in areas where the wolf coexists, as well as another 10% over the established base value, for those who have used preventive measures, which must be justified in accordance with article 11.1 of the aforementioned basic order. The estimated amount for the granting of this aid is 110,000 euros, being conditional on the existence of adequate and sufficient credit in the budgets of the Community Board of Castilla-La Mancha for the annuities, 2025 and 2026. Fifth. Application submission deadline. Once the damage has been reported, the deadline for applications will be one month from the day following the date of the attack, considering as such the date recorded in the record of the visit of the Environmental Agents. Sixth. Other data. The purpose of this aid is to reconcile the presence of the Iberian wolf with the livestock practices of the Region, especially with extensive livestock farming.
