REGULATORY BASES OF THE DELEGATION OF EQUALITY AND SOCIAL WELFARE OF THE HEIFER. ALGECIRAS CITY COUNCIL FOR THE GRANTING OF SUBSIDIES TO ASSOCIATIONS AND OTHER NON-PROFIT NGOS FOR THE DEVELOPMENT OF ACTIVITIES AND PROGRAMS OF A SOCIAL NATURE AND OF SOCIAL INTEREST FOR THE CITY DURING THE YEAR 2024 The Public System of Social Services of Algeciras is made up of the set of services, resources and benefits of the Public Administration aimed at guaranteeing the right of all the people of Algeciras to protection, social promotion and prevention in the terms established in the law, and its purpose is the adequate coverage of the basic individual and social needs of the people in their environment, in order to achieve or improve their well-being. The Strategic Subsidy Plan of the Algeciras City Council is conceived as an instrument for organizing public policies whose purpose is to promote an activity of public utility or social interest or to promote a public purpose, with the aim of adapting the needs to be covered through subsidies with the available resources. The Strategic Plan regarding Subsidies in the field of Social Action, has the purpose of promoting associations and citizen participation, promoting projects and programs that favor the social insertion of groups and families susceptible to social insertion. PROCESSING AND ASSESSMENT OF APPLICATIONS VII.- RESOLUTION OF GRANTING GRANTS VIII- AMOUNT AND BUDGET APPLICATION IX.- JUSTIFICATIONS OF THE GRANTS X.- OBLIGATIONS OF THE BENEFICIARY ENTITIES EXPRESS RESPONSIBLE DECLARATION MODEL. I.- PURPOSE OF THE CALL The purpose of this subsidy call is to grant, on a competitive basis, financial aid to associations and other non-profit entities in the city of Algeciras, for the development of activities and programs of a social nature and of social interest for the City during the year 2024, its main objective being programs related to the objectives of Social Services in accordance with the Law of 9/2016, of 27 of December. For the purposes of this call for subsidies, programs of general interest will be considered programs aimed at the promotion and support of vulnerable groups or those in a situation or risk of social exclusion, which are complementary to those carried out by the Delegation of Equality and Social Welfare, which are carried out inexcusably in the municipality of Algeciras. II.- AID REQUIREMENTS, BENEFICIARIES. 1.- Associations, foundations and other non-profit entities that carry out their activities within the scope of this call, within the municipality of Algeciras, may attend the call. 2.- To be a beneficiary of the aid, they must meet the following requirements: 2.1 - Associations, foundations and other NGOs must be legally constituted as such and registered in the Municipal Registry of Associations of the Algeciras City Council, or in the case of not having an associative legal form, in the corresponding registry. 2.2 - The legal persons or entities, or the people who hold their legal representation, are not subject to any of the cases of prohibition to obtain the status of beneficiary of subsidies, due to incapacity or incompatibility, established in article 13 of Law 38/2003, of November 17, general of subsidies (B.O.E. of November 18). 2.3 - Be up to date with your Tax and Social Security obligations and not be a debtor to the City Council of Algeciras and public law entities dependent on it, for any type of public law debt, overdue, liquid and payable through enforcement, all prior to the Resolution Proposal granting the subsidies. 2.4 - Have the expenses corresponding to subsidies previously granted by the Ayu duly justified
