Official description of the call

BDNS (Identif.): 810882 First.- Beneficiaries: The beneficiary entities are the municipalities of Barcelona and Madrid. The status of beneficiary entity of the aid implies that the entity assumes all the rights and obligations inherent to such status, derived from the provisions of the European Union, as well as Law 38/2003, of November 17, and its implementing regulations. The beneficiary entities will be responsible for the management and execution of the projects presented. Second.- Purpose: This royal decree aims to regulate the direct granting of subsidies to the municipalities of Barcelona and Madrid, whose purpose is the digital transformation and modernization of the administrations of said local entities. The subsidies granted under this royal decree are part of the Recovery, Transformation and Resilience Plan (PRTR), a financing instrument oriented towards the results, milestones and objectives indicated therein, which are binding for all participating public administrations. Specifically, this royal decree is issued in development of Component 11, Investment 3, of the aforementioned PRTR, and in compliance with objective 168 and milestone 169. The aid regulated in this royal decree will be granted under a direct concession regime, on an exceptional basis, and for reasons of public, social and economic interest, in accordance with the provisions of article 22.2.c) of Law 38/2003, of November 17, General Subsidies Law, in relation to article 28.2 and 3 of the same law, and article 67 of the Regulations of the General Subsidies Law, approved by Royal Decree 887/2006, of July 21. The direct granting of the subsidies object of this royal decree is authorized due to the unique and extraordinary character of both cities due to their status as the most populated cities in Spain and economic and tourist engines of the State; for establishing themselves as the only municipalities in the entire national territory with special regulatory laws that recognize their institutional uniqueness; and, especially, for their status as drivers of growth and digital transformation for the entire national territory and for their permeability when it comes to absorbing economic resources and transforming them into innovative and digital transformation projects, key to better local administration. The subsidies contemplated in this royal decree will be used to finance modernization and digitalization projects, within the scope of the municipalities of Barcelona and Madrid, that fall within one of the strategic lines set forth in article 5, and whose content is aligned with the Digital Strategy 2025, the Digitalization Plan of Public Administrations 2021-2025 and other modernization actions aimed at the public sector. Third.- Regulatory bases: Royal Decree 1283/2024, of December 17, which regulates the direct granting of subsidies to the municipalities of Barcelona and Madrid in order to carry out projects for the digital transformation and modernization of their town councils, within the framework of the Recovery, Transformation and Resilience Plan. Fourth.- Amount: The allocation between the beneficiary entities has been determined based on their number of inhabitants, taking into account, for all entities, the population figures resulting from the review of the Municipal Register, referring to January 1, 2023. The maximum amount of aid corresponding to Barcelona City Council is €1,902,707.74 and the maximum amount corresponding to Madrid City Council is €1,902,707.74. €3,837,676.45. The maximum total amount of aid for the two municipalities is €5,740,384.19. Fifth.- Deadline for submitting applications: Prior to the grant, the beneficiary entity must submit, to any of the registries provided for in article 16.4.a) of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, within a maximum period of 45 days from the entry into force of this royal decree, a request for the subsidy signed by the head of the Mayor's Office of Barcelona and Madrid, respectively, addressed to the General Directorate of Autonomous and Local Cooperation.
