Official description of the call
The Agurain City Council, in a session of the Local Government Board held on February 19, 2025, agreed to approve the regulatory bases and call for aid for the participation of commercial and hospitality establishments in “Kultur bira-Cultural Circuit” of Agurain 2025. The Agurain City Council aims to make a contribution, through subsidies, to the promotion of cultural creation in our municipality in its broadest sense, also adding development channels for the activity of local and foreign cultural creators in any artistic branch with special attention to the small performance format. Furthermore, among the objectives of this initiative are to promote social participation in cultural activity, activate the collective social life of our town, and encourage economic activity, considering that the commercial, hospitality and service fabric of the municipality can be, in addition to the final recipient of the purposes of this call, a facilitating factor for the achievement of the aforementioned objectives. To this end, this city council will promote the creation and development of the “Kultur bira-Cultural Circuit” of Agurain through collaboration between the city council and the businesses and/or establishments of the municipality, for the development of small-format sociocultural initiatives developed both within commercial and hospitality spaces, as well as in public spaces adjacent to said establishments and in other public spaces of the municipality. 1. Object The object of these bases is the regulation of the conditions for economic collaboration by the city council with entities organizing cultural activities for the year 2025. 2. Beneficiaries Commercial and service establishments located in the municipality of Agurain. Hospitality, commerce and services with an establishment open to the public in Agurain are integrated into this area. The city council will disseminate this call with the means authorized for this purpose, to try to guarantee that said establishments are aware of this call. Those actions that are not proposed by municipal establishments or are proposed by entities of another nature or legal entity will be excluded from this call. 3. Activities The activities will be of a small format sociocultural nature aimed at the general public outside the municipality's festive days (Carnivals, Sallurtegi, San Juan, Virgen de Agosto, San Juan Degollao and October festivities). The city council or the trade revitalization service will advise any questions that establishments may have. The interested parties will be responsible for managing the contracting of the event, as well as assuming all the expenses incurred, guaranteeing the proper development of the activity. The granting of the financial aid referred to in these bases will not imply any contractual relationship of a civil, labor, administrative or any other type between the Agurain City Council and the beneficiary entity. 4. Assessment criteria for the development of “Kultur bira-Cultural Circuit” of Agurain The city council will take into account the following criteria: 1. Use of Basque in the development of the subsidized activity. Up to 3 points. 2. Promotion of groups or people from the locality in the activities carried out. Up to 2 points. 3. Activities organized by various commercial establishments. It will be scored with up to 1.5 points. If these activities also make up a cycle (composed of 4 activities) developed on a weekend between the months of May and September by four different establishments, but in a coordinated manner, this may be subsidized with up to one thousand euros (1,000.00 euros) 4. Activities organized in public spaces adjacent to commercial establishments, especially in the periods between May and September. Up to 2 points. 5. Up to 0.75 points will be awarded to activities that, due to their originality, stand out from others already developed. 6. Likewise, the financial contribution of the requesting entity will be taken into account (percentage of the expense it assumes). This section will be scored with up to 0.75 points. 5. Methodology The Agurain City Council has an allocation of 1,250.00 euros per month (15,000.00 euros annually according to budget item 334,481,016). The
