DECREE OF THE DELEGATE OF THE GOVERNMENT AREA OF ECONOMY, INNOVATION AND FINANCE APPROVING THE PUBLIC CALL FOR THE MADRID IMPACTA 2025 AWARD OF THE MADRID CITY COUNCIL

Official description of the call
FIRST. PURPOSE OF THE CALL The Madrid Impacta 2025 award is one of the Madrid City Council's lines of recognition for social entrepreneurship. Its objective is to economically and socially support business projects with real measurable impact promoted by entrepreneurs and social companies that, through a specific economic activity, address detected problems that society is facing and, especially, groups at risk of exclusion or social or economic vulnerability and provide solutions to mitigate or prevent said problems. They also focus on highlighting the fundamental role of Madrid as a city that promotes initiatives that combine entrepreneurship with social value, innovative and job-generating projects, in line with the Sustainable Development Goals of the United Nations 2030 Agenda. SECOND. BENEFICIARIES Companies (natural or legal persons) that meet the following requirements may participate in the Madrid Impacta 2025 award: 1. They must be SMEs, according to the definition established in the Recommendation of the European Commission of May 6, 2003 (OJEU no. 124, of May 20, 2003). 2. Be constituted in one of the following legal forms: a) Natural person: individual or self-employed entrepreneur, limited liability entrepreneur, communities of property and civil companies. b) Legal entity: public limited company, limited company, new company limited company, labor limited company, cooperatives and associations that carry out an economic activity on a regular basis. 3.Have started their business activity as of January 1, 2018 in the company with which they are applying for the award. Applications from companies created prior to this date will be accepted, provided that they apply for the award with a new line of business and it is duly proven that this has been started between January 1, 2018 and the date of publication of the call. 4.Have issued billing for the company or new line of business with which the award is submitted, prior to the date of publication of the call. 5.Have a social entrepreneurship project that is original, creative, disruptive and innovative, with or without a technological base, aimed at responding to complex situations. An entrepreneurial project with a positive impact and, therefore, not only generates an economic benefit for the business but also for society as a whole. A project with measurable social impact characterized by developing new products or services, identifying new customer segments, alleviating shortage problems in any sector (health, food, housing or similar), implementing automation and digitalization of traditional sectors, training in digital and technological skills or similar. 6.Have a service or a product prototype tested in the market with already measured or measurable results. 7.Have a methodology aimed at measuring the social impact and the degree of mitigation or resolution of the problem or need that is intended to be resolved. 8. Be up to date with the payment of tax and Social Security obligations and obligations for reimbursement of subsidies. 9.Not being subject to any of the causes of prohibition to receive subsidies established in article 13 of Law 38/2003, of November 17, General Subsidies. Accreditation of compliance with requirements 5.1, 5.3, 5.4, 5.6, 5.8 and 5.9 will be made through the responsible declaration included in the application form. THIRD. REGULATORY BASES Annex to the Decree of March 21, 2025 of the Delegate of the Government Area of Economy, Innovation and Finance, which approves the call for the Madrid Impacta 2025 award.
