Official description of the call
First. Beneficiaries Natural and legal persons, for profit or non-profit, domiciled in the municipality of Madrid, whose activity, sole or among others, is the edition of local written press, who are in a position to conform to the consideration of “hyperlocal media” in accordance with the provisions of the third paragraph of section 1. 1 of the bases. In the case of non-profit entities, they must be registered in the Municipal Census of Citizen Entities and Groups. Second. Object. Promote proximity information linked to the needs of residents and all social entities at the district or lower level, thus promoting participation in public affairs. Third. Regulatory bases. Ordinance of General Regulatory Bases for the granting of Subsidies by the City Council of Madrid and its Public Bodies, approved by agreement of October 30, 2013 of the Plenary Session of the Madrid City Council, and the decree of April 23, 2025 of the delegate of the Government Area Vice Mayor, Spokesperson, Security and Emergencies, by which the public call for subsidies for the promotion and development of written press media in the field is approved. district or lower (hyperlocal media) for the 2025 annuity. Fourth. Amount. The total credit allocated to this call is estimated at three hundred thousand euros (€300,000). This amount will be allocated to the budget application 001/120/922.08/479.99 of the current General Budget of the Madrid City Council. The funds will be granted according to the evaluation of the proposals, although the call does not oblige the Government Area of Vice Mayor, Spokesperson, Security and Emergencies to spend the entire maximum budget indicated. Fifth. Application submission deadline. The deadline for submitting applications will be 15 business days counted from the day following the publication of the extract of the call in the Official Gazette of the Community of Madrid, in accordance with the provisions of article 23.2 of Law 38/2003, of November 17, General Subsidies. Subsidy applications will be formalized according to the model available as a subsidy application in the City Council's Electronic Headquarters (https://sede.madrid.es). Each applicant person or entity may submit several applications, each of which must refer to a single publication, provided that, together, the limit of the three districts established in the third paragraph of section 1 is not exceeded. 1 of this call. In the case of exceeding this limitation, without expressly waiving any of the requests, it will be understood that the person or entity chooses to maintain the last one or more of those presented, until reaching the limit of the three districts, which have been entered in the registry and that it renounces the rest. Sixth. Other data. This call is developed on a competitive basis. For the purposes of this call, "hyperlocal" or district media will be considered publications and media that, due to their distribution characteristics, are adjusted to a reduced geographic area, delimited by one or several districts of the city of Madrid and whose content preferably includes the treatment of topics and news of special impact in the districts and neighborhoods of the city of Madrid, up to a maximum of three districts. To be eligible for a subsidy, publications must meet the following requirements, at least for one year immediately preceding the end date of the application submission period, and maintain them during the eligible period: -Contain specific and detailed information about the district/neighborhood in at least 70% of the publication. -Be in operation. -Adhere to intellectual property regulations. -Have a minimum circulation of 8,000 copies and a minimum of 10 pages per copy. For the purposes of calculating the minimum number of pages required, a full page is understood to be one that has an area equal to or greater than 530 cm2. If the pages of the publication have a format with a lower area, for the purposes indicated, the result of dividing the total number of pages of the publication by two will be taken as the number of pages. In all cases, both the front cover and the back cover will be counted as a page. -Include journalistic information in at least 35% of the publication. -Guarantee
