3 of 3 In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the corresponding National Subsidies Database. FIRST. OBJECT OF THE CALL. The purpose of the call is to support innovation through the public call for subsidies for the development of events that promote science, technology, entrepreneurship and innovation in the city of Madrid, for the year 2025. This complies with what is included in the Strategic Subsidies Plan of the Madrid City Council 2024-2027. Specifically, these subsidies fall within strategic objective 5 (“strengthen the economic fabric and productive sectors and enhance the internationalization of the city”) and subsidy line 11 (“promote innovation and entrepreneurship in productive sectors”), responding to specific objective 40 (“strengthen the competitiveness of emerging sectors in the city of Madrid”). SECOND. LEGAL REGIME. This call will be governed, in addition to the provisions of these bases, by the Ordinance of General Regulatory Bases for the granting of Subsidies by the Madrid City Council and its Public Bodies, of October 30, 2013, hereinafter, OBRS; by Law 38/2003, of November 17, General Subsidies, hereinafter LGS; by its development regulations, approved by Royal Decree 887/2006, of July 21, hereinafter RGS; by Commission Regulation EU 2023/2831 of 13 December 2023 on the application of articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid. Likewise, this call will be governed by the remaining rules of administrative law and, failing that, by the rules of private law. THIRD. REQUIREMENTS TO BE BENEFICIARIES. 1. Companies that meet all the requirements established below will be considered beneficiary entities: 1.1. Hold an event that promotes science, technology, entrepreneurship and innovation in the city of Madrid. The following are considered events that promote science, technology, entrepreneurship and innovation: 1. That are focused on innovation. An event will not be considered to be focused on innovation simply because it uses technology in its production or development. 2. That have as their main purpose any of the following: a) promote innovative or technological entrepreneurship; b) disseminate the latest technological advances among companies; c) disseminate scientific research for its transfer to the market, connecting the business sector with academic and research centers; d) bring technological advances and innovation closer to citizens, involving them with an experimental and open approach. 3. That they take place in the municipality of Madrid and are held from November 1, 2024 to October 31, 2025. 4. That they take place within a certain period of no more than 5 consecutive days, nor less than 2 consecutive days, with presentation events carried out previously or results carried out subsequently not forming part of the event for the purposes of the subsidy. 5. That they have a face-to-face or hybrid format. 6. That they have a website. 7. That have a cost without VAT equal to or greater than one hundred and fifty thousand euros (€150,000). 1.2. Be up to date with your tax and Social Security obligations. 1.3. Be up to date in compliance with your tax obligations with the Madrid City Council. 1.4. Be up to date with payment of obligations for reimbursement of subsidies. 1.5. Not have subsidies granted by the Madrid City Council or its public bodies pending justification, provided that the period established for their presentation had ended, regardless of whether the requirement referred to in article 70.3 of the RGS had been carried out or not. The assessment of this prohibition will be carried out automatically and will subsist as long as the absence of justification persists. 1.6 Not be subject to the rest of the prohibitions established in sections 2 and 3 of article 13 of the LGS to obtain the status of beneficiary entity of subsidies. 1.7.
