Official description of the call
1. Object and purpose of the call. The District of Arganzuela establishes the bases by which the Arganzuela Awards 2025 VIII Edition of Popular Music call will govern, in a competitive competition regime. The purpose of these rules is to regulate the call for the Contest, with a double purpose, that of promoting and encouraging artistic creation and innovation in the field of music, in addition to creating an exhibition and promotion platform for creators and musicians in the music sector. 2. Applicable legal regime. This call will be governed by the provisions of Law 38/2003, of November 17, General Subsidies (B.O.E. 18-11-2003). Royal Decree 887/2006, of July 21, which approves the Regulation of Law 38/2003, of November 17, General Subsidies (B.O.E. 7-25-2006). The first additional provision of the Ordinance of General Regulatory Bases for the Granting of Subsidies by the Madrid City Council and its Public Bodies, of October 30, 2013, as well as what is included in this call. 3. Awards. First prize ................................................................ ................................... 2,500.00 euros. Third prize ........................................................... ................................... 1,000.00 euros. 4. Participants and participation requirements. Soloists or musical groups residing in the Community of Madrid of legal age at the time of presenting the projects may participate. Members of the jury will not be able to participate. In accordance with the provisions of article 13 of Law 38/2003, of November 17, General Subsidies and article 27 of the Regulation that develops it, those who, meeting the requirements set out in these rules, are involved in any of the causes listed in the aforementioned provisions may not attend. 5. Project requirements. Each artist or group must present at least one video of their musical project in MP4 format and two songs in MP3 format. The duration will be at least fifteen minutes. Live recordings of the group or soloist with live music will be especially valued. A single category is established, where all musical styles have a place. The works presented will be original and each participant may participate with a maximum of one project considered together. Artists or musical groups that have a current contract with a record company will not be able to participate. 6. Registration and presentation. To participate it will be necessary to register the registration request in the corresponding form. Proposals will be presented by natural persons, acting as representatives in the case of formations with more than one member. Applications will be submitted to the Madrid City Council Registry: A. Electronically, by accessing the City Council's Electronic Headquarters (https://sede.madrid.es). In this case you must use one of the electronic identification systems accepted by Madrid City Council. The following are obliged to carry out the processing by electronic means: legal persons, entities without legal personality and other subjects bound by article 14.2 of Law 39/2015, of October 1, on Common Administrative Procedure of Public Administrations. Documentation that must accompany the electronic application: 1. A video in MP4 format and two songs in MP3 format compressed in RAR or ZIP files. Or, link to those files from cloud storage. 2. Dossier of the soloist or group (career and links to videos of musical performances). B. In person, at any of the registry offices of the Madrid City Council, or through the other methods provided for in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations (LPAC). Documentation, which must accompany the in-person application: 1. A video in MP4 format and two songs in MP3 format, recorded on a CD, inside a closed envelope. Or, link to those files from cloud storage. 2. Dossier of the soloist or group (career and links to videos of musical performances), which will be scanned at the registry office.
