DECREE OF MAY 28, 2025 WHICH AGREES TO APPROVAL OF THE PUBLIC CALL FOR SUBSIDIES TO PROMOTE ASSOCIATIONS IN THE 2025 ANNUALITY OF THE HORTALEZA DISTRICT

In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database. (http://www.pap.minhap.gob.es/bdnstrans/index): First. - Scope, object and purpose of the call. 1.1.Madrid City Council, through the District of Hortaleza, calls on a competitive basis for the granting of subsidies to promote associations for the 2025 year, aimed at all grassroots associations that have their registered office in this District and are registered in the Municipal Census of Citizen Entities and Groups of the Madrid City Council, and that meet the requirements established in the Ordinance of General Regulatory Bases (OBRGS) for the granting of subsidies for the Madrid City Council and its public organizations. 1.2.The purpose of this call for subsidies is to strengthen the associative fabric and promote the active involvement of citizens in community life, contributing to consolidating the continuity and growth of associations, as well as improving social cohesion, well-being and quality of life in the neighborhoods. 1.3.To this end, through this call, resources will be provided to the entities, in order for them to strengthen the relationships between the associated people, be able to attract new members, guarantee their correct functioning and develop their activities, thus promoting their involvement and participation in municipal activity and thus reinforcing community intervention. Second. - Legal regime. 2.1.The call will be governed by the provisions of Law 38/2003, of November 17, General Subsidies Law (hereinafter LGS), in Royal Decree 887/2006, of July 21, which approves the Regulation of the General Law of Subsidies (hereinafter RGS), by the remaining rules of administrative law and, failing that, by the rules of private law. Likewise, this call will be governed by the provisions of the OBRGS and the rest of the regulations of the Madrid City Council applicable to this matter. 2.2.Likewise, the legal framework of Organic Law 3/2007, of March 22, for the effective equality of women and men is applicable, in accordance with the provisions of the Agreement of September 13, 2018 of the Government Board of the City of Madrid, which approves the guidelines for the application of gender transversality in the Madrid City Council. 2.3.This call is carried out on a competitive basis, according to article 23.1 of the OBRGS. 2.4.The information about this call and the granting resolutions issued will be sent to the National Subsidies Database in the terms established in article 20 of the GGS Law. Third. - Deadline and form of submission of applications. 3.1.The deadline for submitting applications will be fifteen business days counted from the day following the publication of the extract of the call in the OFFICIAL BULLETIN OF THE COMMUNITY OF MADRID, in accordance with the provisions of article 23.2 of the LGS. 3.2.The applications, together with the appropriate annexes and the documentation required in each case, will be addressed to the President Councilor of the Hortaleza District and must be submitted electronically, accessing the Electronic Headquarters of the Madrid City Council: https://sede.madrid.es. To do this, you must use one of the electronic certificates accepted by the Madrid City Council. Room. - Amount of the call and budget allocation. 4.1.The total amount allocated to this call is estimated at 60,000.00 euros, for both modalities, in accordance with the amounts established below. 4.2.The total amount allocated to the “Projects” modality will be 30,000.00 euros. 4.3.The total amount of the “Operating expenses of corporate headquarters or other spaces” modality will be 30,000 euros. 4.4.The subsidies granted under this call, under a competitive competition regime, will be attributed to the credit included in the item "025/001/216/924.01/489.01 CITIZEN PARTICIPATION. Other transfers to non-profit institutions" of the General Budget of the Madrid City Council, the amount allocated to subsidies for projects and expenses for rent and operation of corporate headquarters.
