1. BACKGROUND In the exercise of these powers, the Alcázar de San Juan City Council, through the Youth Department, implements measures that help the youth of Alcázar to face their future challenges, with the aim of promoting equal opportunities. With this aid, the continuity of higher education is supported for students who complete the 2nd year of Baccalaureate and who, due to the family's economic situation, may see their future compromised due to the impossibility of meeting the expenses they must face at this time. 2. OBJECT AND SCOPE OF APPLICATION 2.1 LEGAL REGIME The legal regime applicable to this call will be determined by what is provided in these Bases; by Law 38/2003, of November 17, General Subsidies Law (hereinafter, General Subsidies Law); by the R.D. 887/2006, of July 21, which approves the Regulations of the General Law of Subsidies; by the Bases for Execution of the General Budget of this City Council and other complementary regulations and, failing that, by the rules of private law. This call will comply with the principles of publicity, transparency, competition, objectivity, equality and non-discrimination, as well as effectiveness in meeting objectives and efficiency in the allocation and use of public resources. 2.2 PURPOSE The purpose of this call is to develop the general procedure for granting a subsidy through competitive competition, and up to a maximum of 120 euros, for young people registered in Alcázar de San Juan who have completed the 2nd year of Baccalaureate and want to access university studies for the payment of the fee for the Baccalaureate Degree and the fee for completing the PAU. 2.3 BENEFICIARIES AND REQUIREMENTS Individuals who meet the following requirements may benefit from the aid regulated in these bases: 2.3.1 GENERAL REQUIREMENTS Persons who meet the following requirements may qualify for aid: a) Be Spanish or a foreigner registered in Alcázar de San Juan and EATIM de Cinco Casas, the student and at least one of his or her parents with a minimum of one year's experience. Foreigners residing in Alcázar de San Juan may benefit from this aid, as long as they meet the conditions of Organic Law 4/2000 on the rights and freedoms of foreigners in Spain and the present requirements established in this regulation. b) They must comply with the requests and documents required in these Rules within the deadlines established in the call. c) Those persons who meet any of the circumstances provided for in section 2 of article 13 of the General Law of Subsidies will not be able to obtain the status of beneficiary. d) That the person requesting aid appear this year of the 2024-2025 school year at the PAU. 2.3.2 ECONOMIC REQUIREMENTS To be a beneficiary of the aid regulated in these Bases, the following economic requirements are mandatory, and all of them must be maintained until the end of the procedure: a) All members of the family unit will be up to date with payments to: - The taxes and other municipal public law income - The state Tax Administration Agency (AEAT) - The General Treasury of Social Security (TGSS) b) For the purposes of economic calculation, will be the result of the sum of: - The gross income of the family unit corresponding to the immediately preceding year. - 3% of the value of the assets of the members of the family unit, excluding the habitual residence. The result of the economic calculation must be less than the following amounts. Families Amount Families with 1 member €16,576.00 Families with 2 members €23,206.00 Families with 3 members €31,494.00 Families with 4 members €38,125.00 Families with 5 members €43,098.00 Families with 6 members €46,413.00 Families with 7 members or more €48,070.00 A family unit will be understood as one formed by one person or more than one person whose members, in addition to living in the same home, are united by marital or analogous, adoptive or consanguinity relationship up to the second degree and affinity in the first degree or guardianship (father, mother or legal guardians of the minors or wards and/or de facto partner if there is one, and children of both, as well as
