Beneficiaries 1. The aid is intended for people who meet the definition of a young farmer or new farmer and who establish themselves for the first time as owners of an agricultural holding and who present a business plan that, after its execution, allows the applicant to meet the requirements to be considered a professional farmer and the holding reaches the minimum size of 1 Agricultural Work Unit (UTA) and is classified as priority. Second. Object 1. The purpose of this resolution is to call for aid for the establishment of young farmers and new farmers in the Valencian Community by 2025 in accordance with Order 9/2025, of June 20, of the Department of Agriculture, Water, Livestock and Fisheries, which approves the regulatory bases for the granting of aid for the establishment of young farmers and new farmers in the Community. Valenciana within the framework of the Strategic Plan of the Common Agrarian Policy of Spain 2023-2027. 2. The purpose of the aid is to establish young and new farmers as owners of agricultural holdings in the territory of the Valencian Community, being two of the most relevant interventions to address the problem of generational change and the depopulation of rural areas, improving the life and work of farmers. 3. The call includes the following lines of help: a) Aid for the establishment of young farmers (Intervention 6961.1). b) Aid to the establishment of new farmers (Intervention 6961.2). Third. Regulatory bases ORDER 9/2025, of June 20, of the Department of Agriculture, Water, Livestock and Fisheries, which approves the regulatory bases for the granting of aid for the establishment of young farmers and new farmers of the Valencian Community within the framework of the Strategic Plan of the common agricultural policy of Spain 2023-2027. Room. Amount Amount of subsidies for young farmers 1. The basic premium for the establishment of young farmers will be EUR 30,000. This premium may be increased to a maximum of 80,000 EUR when the business plan contemplates any of the circumstances provided for in article 10 of Order 9/2025: c) 10,000 EUR when the young farmer or group of young farmers settle in an associative entity with legal personality that is the owner of an agricultural holding that achieves the classification of priority holding after the execution of the business plan. Applications that can benefit from this increase in the base amount will not be able to benefit from section b). d) 10,000 EUR when the aid application foresees the use of more than 2 ATUs after the implementation of the business plan. e) 10,000 EUR for applications that provide for installation on a mixed farm with at least 0.5 ATU in the set of agricultural orientations and 0.5 in the set of livestock orientations. f) EUR 10,000 if more than 50% of the farm's ATUs are located in areas with natural limitations or other specific limitations or in areas included in the Natura 2000 network. g) EUR 10,000 if the application provides for the farm to have facilities for the conditioning and/or transformation of at least 25% of the production obtained on the farm. h) 10,000 EUR if the business plan contemplates the recovery of abandoned land, which represents at least the equivalent of 0.5 UTA. i) 10,000 EUR for applications that provide for actions related to improving the competitiveness of farms, as well as promoting R&D&i and the transfer of knowledge. 2. The payment of the aid will be made in two tranches. The first of them will represent 70% of the total aid and will be paid when the young farmer certifies his establishment and the remaining 30% when the execution of the business plan is completed.
