MAYOR'S RESOLUTION Service: People and Social Services Care Area Subject: Resolution 13/2025 on rental aid for vulnerable groups of the Department of Social Services BACKGROUND Considering the Resolution of the First Vice Presidency and Department of Social Services, Equality and Housing of March 13, 2025, approving the regulatory bases for the direct granting of aid to facilitate housing solutions to people in situations of special vulnerability through the local entities corresponding to the State Plan for access to housing 2022-2025, call 2025. Considering the Mayor's Resolution number 2025/833, dated March 27, 2025, on the attendance to the call for the granting of housing aid to facilitate housing solutions to people in situations of special vulnerability of the Second Vice Presidency and Department of Housing and Architecture Bioclimatic. Considering the resolution of August 27, 2025 granting aid and provision of expenditure, recognition of the obligation of the aid called for by the resolution of March 13, 2025, published in the DOGV on September 11, 2025 in which Aldaia is one of the municipalities beneficiary of the aid and is granted an amount of 50,895 euros. This call has the budget allocation provided for in item 0210 23100 48004 in the amount of 50,895 euros, with the heading “Granting of housing aid to vulnerable groups.” There is RC 2025-2202500020828 dated October 14, 2025 for the amount of 50,895 euros. Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations (LPACAP). Basis of execution of the municipal Budget. 2. The LRBRL attributes to the municipality, in its article 25.2 e), competence for the evaluation and information of situations of social need and the immediate attention to people in a situation or risk of social exclusion, determining below, in article 26.1 c), that this is a mandatory service for municipalities with a population greater than 20,000 inhabitants, as is the case of the municipality of Aldaia. Likewise, art. 33.3 k) of Law 8/2010, of June 23, of the local regime of the Valencian Community, provides that the Valencian municipalities have their own powers in the following matter: “k) Provision of social services (...). 3. Articles 22 of the LGS (basic precept), 55 of the RLGS and 15 of the General Municipal Subsidies Ordinance, contemplate two forms of procedure for the granting of Subsidies: The ordinary procedure under competitive competition and the direct award procedure.
