Official description of the call
First . Object. 1.- The purpose of these specific rules is to regulate the procedure under a direct concession regime, for reasons of social interest, in accordance with article 22, point 2, section c) of the General Law of Subsidies, of financial aid of a subsidy nature, and in accordance with article 26 and following of the General Ordinance of Subsidies of Picassent, intended for the financing of the execution of rehabilitation works in buildings of predominantly residential use and homes within the ERRP of Picassent – Torres del Carmen. 2.- The present aid is financed by the Recovery, Transformation and Resilience Plan and must be governed by the requirements established in Royal Decree 853/2021, of October 5, which regulates the aid programs in terms of residential rehabilitation and social housing of the Recovery, Transformation and Resilience Plan and in the Resolution of April 8, 2022, of the Second Vice Presidency and Department of Housing and Bioclimatic Architecture, by which the regulatory bases for the granting of subsidies for the Program to help rehabilitation actions at the neighborhood level of the Recovery, Transformation and Resilience Plan 2021-2026 are approved and the Generalitat Valenciana calls for applications for the year 2022. Likewise, the aid that is granted will have the character of a subsidy and will be governed in everything that is not provided for in these bases, by the Picassent Municipal Subsidies Ordinance (BOPV nº77 of 04/26/2021), Law 38/2003, of November 17, General of Subsidies and its Regulations, approved by Royal Decree 887/2006, of July 21, and the rest of corresponding legislation. 3.- The payment of the aid will be made by delivering the rehabilitation work to the owners of the homes included in the ERRP Article 2. Budget allocation. 1.- In accordance with art. 57 of Royal Decree 887/2006, of July 21, which approves the Regulation of Law 38/2003, of November 17, General Subsidies and art. 13 of the General Subsidies Ordinance of the Picassent City Council, this subsidy is multi-year. 2.- The maximum global amount of the aid called amounts to 1,632,065.32 euros. 3.- In accordance with art. 3.2 of the Regulation of Law 38/2003, of November 17, General Subsidies, the budget management procedure will be carried out through file 2375084D, which includes the contracting file for the action “REHABILITATION OF BUILDINGS AND REBUILDING OF PUBLIC SPACE IN TORRES DEL CARMEN”, which includes the following budget applications and annuities: Applications budget Amount 2025 Amount 2026 TOTAL AMOUNT 707 15101 7800001 707 15101 780000123 707 15101 780000124 59,592.38 611,805.66 671,398.04 The concession resolution is subject to the condition precedent of the existence of adequate and sufficient credit in each of the budgetary annuities. 4.- The City Council may authorize an additional amount, through the appropriate budget modification and the incorporation into the file of a certificate of existence of sufficient credit by the Municipal Intervention. In the event of an increase in the maximum overall amount, the granting body must publish in the BOPV, through the National Subsidies Database, the declaration of extension of the available credit prior to the granting resolution in the same media as the call, without such publicity implying the opening of the deadline to submit new applications or the start of a new calculation of the deadline to resolve. Third . Individual amount of financial aid, compatibility and distribution criteria. Funding agents of the subsidy. 1.- The maximum individual amount of the aid will be determined based on the total cost of the actions to be carried out, being composed of objective aid and other aid, where appropriate, personal, according to the following criteria: 1.1. Objective aid regulated by the Aid Program for rehabilitation actions at the neighborhood level 1.1.1 The maximum amount of the subsidy to be granted by the Ministry of Transport, Mobility and Urban Agenda may not exceed the following limits: a) The amount obtained by multiplying the maximum percentage established in table 1 by the cost of the actions
