First. - Object and purpose The purpose of these bases is to regulate the granting of subsidies, in the field of social services, intended for the granting of direct financial aid to individuals and families whose resources are insufficient to meet specific expenses of an ordinary or extraordinary nature, necessary to prevent, avoid or alleviate situations of social inequality. They are an instrument to support professional intervention to respond to situations that require comprehensive action, as well as to resolve current situations. The aid established in these bases has the following characteristics: . – They will have a finalist nature, and must be used only for the purpose for which they were designed. . – They will have a subsidiary and complementary nature to all types of resources and benefits of economic content that may correspond to the beneficiary or any of the members of his or her family unit.
