Article 1.–Object. The purpose of these bases is the regulation of the legal regime for granting aid to the families of the As Somozas City Council during the year 2026, with a double purpose, the promotion of birth rates as a complementary measure of support for families and the establishment of the population in the municipal area. These aids are contemplated in the Strategic Subsidies Plan of the As Somozas City Council 2024-2026 published in the BOP on 03/01/2024 with the following breakdown: LINE 3. Subsidies in education and promotion of childhood and youth and social integration Article 2. -Nature and amount of the aid. 1. As established in article 22.2.c) of Law 38/2003, of November 17, General Subsidies, and in Law 9/2007, of June 13, of Galician subsidies, the aid granted in accordance with this ordinance will have the nature of a direct subsidy. The aid will have the amounts indicated below, for those born between January 1 and December 31, 2026: - 1,000.00 euros for the first child born, adopted or fostered. - 2,000.00 euros for the first child born, adopted or fostered, in case of suffering from a disability. - 2,000.00 euros for the second and subsequent children born, adopted or fostered. - 3,000.00 euros for the second and subsequent children born, adopted or fostered, in case of suffering from a disability. Article 3.–Beneficiary persons. They will have the status of beneficiaries on the date of the aid application: 1. Joint beneficiaries will be the parents or adopters, holders of the family book or substitute document, in which the birth or adoption of the minor appears in the registry. 2. If only one parent or adopter appears in the family book, this person will be the only beneficiary. 3. A single parent or adopter who lives with the minor who is the reason for the aid will be considered the beneficiary, in cases of annulment, separation or divorce. 4. In the case of shared custody, only one of the parents or adopters may be the beneficiary. 5. In the case of foster care, the beneficiaries will be those who appear in the foster care resolution. Under no circumstances may parents deprived of parental authority over their sons and daughters be beneficiaries, or if guardianship or guardianship had been assumed by a public institution. Article 4.–Requirements. 1. The parents, guardians or foster parents, or at least one of the parents, as well as the minor born, adopted or fostered, must be registered in the As Somozas City Council at least twelve months before the birth. 2. Minors born, adopted or fostered must be registered in the registry of inhabitants of the As Somozas City Council. 3. The person or persons requesting the aid must undertake to remain registered with the town hall, both themselves and the minors who are the object of the aid, for a minimum period of 3 years from the date of granting any of the aid included in these rules. Registration will mean effective residence in the municipality of As Somozas, as stated in article 15 of Law 7/1985, of April 2, regulating local regime bases. This circumstance may be verified at any time by the As Somozas City Council by requesting the appropriate reports. 4. That the minor lives with the applicant. 5. Not be subject to any of the causes of prohibition to obtain subsidies established in article 13.2 of the general Law 38/2003 on subsidies, and not have to justify any subsidy granted by the As Somozas City Council, according to the established model. 6. Be up to date with tax obligations with Social Security and with the State, Autonomous Community and Local Tax Administrations. Article 5. – Applications, place and deadline for submission. 1.- Applications will preferably be submitted electronically, at the electronic headquarters of the As Somozas town hall: https://assomozas.sedelectronica.gal, at the Town Hall Registry or any other place enabled for this purpose, with the application model contained in Annex I of these Rules.
