1. Purpose of the subsidy. The purpose of this aid is to contribute to the payment of part of the cost of renting the home that constitutes the habitual residence of the applicant tenants and does not receive aid from other programs intended for this purpose (Bizigune, Gaztelagun, Complementary Housing Benefit, Social Emergency Aid for rent). 2. Requirements to apply for the subsidy The applicants for the aid (including the members of the cohabitation unit) must be registered in the housing, of a free nature, for whose rental the aid is requested. The applicant must be registered in Beasain, for one uninterrupted year, prior to the end date of the application submission period. The request can be made by the interested person or, in the case of cohabitation units, by any of the people who make it up. These aids will be granted only once per applicant and per cohabitation unit, that is, new applications will not be accepted, for the same modality, by people who have already been beneficiaries in previous calls, regardless of the year in which they were granted. A cohabitation unit is understood to be one formed by two or more people who live together in the same home, united by marriage or permanent relationship, by blood relationship up to the second degree or by permanent or pre-adoptive foster care or guardianship. The applicants must be in possession of the corresponding rental contract. Rental payment must be made by bank transfer or payment order through a credit institution. Applicants, including members of the cohabitation unit to apply for aid, may not own any home alone. However, those who own a home in proindiviso, that is, with more than one owner in common, may apply for help. The income of the cohabitation unit or of the applicants must be less than the limits established in section 9 of these Bases. The following may not be beneficiaries of these subsidies: Persons (including members of the cohabitation unit) or entities in which some of the circumstances provided for in art. 13.2 of Law 38/2003, of November 17, General Subsidies (BOE of November 18, 2003). Individuals (including members of the cohabitation unit) or entities that are involved in collection procedures by means of enforcement for debts contracted with the City Council of Beasain, nor those people who are not up to date with their tax obligations with the City Council until said debts are effectively satisfied and settled or fulfilled, unless they are deferred, divided or whose execution is suspended. Those who have been penalized or administratively sanctioned (including members of the cohabitation unit), with the loss of the possibility of obtaining subsidies or public aid, or are subject to any legal prohibition that disqualifies them from doing so, including those that have occurred for incurring discrimination on the basis of sex, by virtue of Legislative Decree 1/2023, of March 16, which approves the consolidated text of the Law for Equality of Women and Men and Lives Free of Sexist Violence against Women s. Applicants, including members of the cohabitation unit, who are not up to date with tax obligations with the Foral Treasury and with Social Security.
