Official description of the call
Extract of the Agreement of February 27, 2026 of the Local Government Board of the Vitoria-Gasteiz City Council by which the call for subsidies for development cooperation projects for the year 2026 is made. In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General of subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (http://www.pap.minhap.gob.es/bdnstrans/index): First. Applicant entities: Only entities whose projects were preselected in the PAE Section of the call for development cooperation projects in 2025 may submit an application to the AE section. Those that have two projects preselected in said call may submit two applications in this section. Only entities that have obtained a subsidy in the AS section of the 2025 call may submit an application to the AS section. Only entities that obtain at least 5 points in the assessment of the criteria on the requirements for presence and activity in Vitoria-Gasteiz, stipulated in Annex 1 of the Call, may apply for a subsidy to the PAS section. Entities that were subsidized by the City Council for actions exclusively in the fields of basic services and income-generating activities may submit an application to the AT section. Only entities that obtain 4 points in the presence and activity requirements in Vitoria-Gasteiz, stipulated in Annex 1 of the Call and that have not managed more than 250,000.00 euros in the last accounting year (2025) may apply for a subsidy from the PT section. Only entities that obtain at least 4 points in the evaluation of the criteria regarding the requirements for presence and activity in Vitoria-Gasteiz, stipulated in Annex 1 of the Call, may request a subsidy from the PUD section. Nor may protection actions be presented to defenders that are contemplated and approved within the framework of ongoing projects within Section AE. Entities that apply for a subsidy to the AE, AS, PAS sections will not be able to submit an application to the PT section. The following are expressly excluded from accessing any of the sections of this call: - Companies or other for-profit entities. - The Association of Friends of the R.A.S.D. of Álava, for having a nominative international cooperation subsidy with the Vitoria-Gasteiz City Council, except for the PUD section. - Institutions and services dependent on the State, regional administrations, provincial councils and other local administrations. Second. Purpose: The call will support: - The beginning of a new cycle of triennial projects (first year of the chained annual projects of the 2026-2028 cycle preselected in the call for development cooperation of 2025. - The closing of the cycle of biennial water and sanitation projects 2025-2026 (completion of the chained annual projects of infrastructure and water and sanitation systems started in 2025. - The preselection of chained annual projects in the area of water and sanitation to be subsidized in the years 2027 and 2028 and support for technical works necessary for their formulation that are pending completion - The technical assistance necessary to consolidate basic services and income-generating activities launched with the support of municipal development cooperation. - Small cooperation actions to be carried out within a maximum period of six months. specific for the protection of human rights defenders in situations of serious risk to them or their loved ones.
