In accordance with the provisions of articles 17.3.b) and 20.8.a) of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (http://www.pap.minhap.gob.es/bdnstrans/index). Purpose and scope of the call. The Madrid City Council, through the District of Chamberí, issues this call for the CONTEST FOR THE DESIGN OF THE POSTER FOR THE CARMEN FESTIVALS OF THE DISTRICT OF CHAMBERÍ 2026, aimed at all people of legal age who want to participate in the design of the poster announcing said celebration. Applicable legal regime. The contest will be governed by the provisions of this call and the First Additional Provision of the Ordinance of General Regulatory Bases for the Granting of Subsidies by the Madrid City Council and its Public Bodies, dated October 30, 2013, modified by Ordinance 3/2023, of November 28, published in the Official Gazette of the Community of Madrid number 296. Budget credit and amount of the prizes. The expense involved in this call amounts to 1,000 euros attributable to budget application 001/207/334.01/482.03 "Cultural activities/prizes". A single prize is established for the winner with 1,000 euros, as well as the reproduction of the winning poster as an image for the Carmen Festival of the Chamberí District 2026. The amount cannot be divided. Requirements. Natural and legal persons with the capacity to act may participate. In the case of natural persons, those who have Spanish nationality and foreigners residing in Spain who can prove that they are 18 years of age on the date of the end of the period to participate and, in the case of legal entities, all those with registered offices in Spain, in addition to non-Spanish people from Member States of the European Union or signatory States of the Agreement on the European Economic Area. Natural persons, legal entities or entities that, meeting the specific requirements, are subject to any of the causes of prohibition to receive subsidies established in article 13 of Law 38/2003, of November 17, General of Subsidies, will not be able to participate in the call. Participants must be up to date with compliance with tax obligations, with respect to Social Security and obligations for reimbursement of subsidies, as well as accept the content of the bases. Submission of applications To participate, it will be necessary to register the registration request in the corresponding form, which will be available at the Electronic Headquarters of the Madrid City Council (https://sede.madrid.es). The applications were submitted by one of the following means: a) Electronically (online), accessing the Electronic Headquarters of the City Council (https://sede.madrid.es). In that case you must use one of the electronic identification systems accepted by Madrid City Council. Likewise, the poster file will be attached in JPG format, with approximate measurements of 820 x 1171 pixels, resolution: 72 pixels/inch and maximum weight: 2 MB. b) In person, at the registry offices of the Madrid City Council, or through the other methods provided for in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations (only natural persons). In this case, the printed poster A2 size in vertical format, allowing a variation of 5%, will be presented together with the instance <(>,<)> in an envelope addressed to the Department of Culture and Sports. The work must be original and unpublished and must not have been previously submitted to another Contest or Contest. The deadline for submitting applications for participation will be ten (10) business days from the day following the publication of the rules in the Official Gazette of the Community of Madrid. Applications or posters will not be accepted after the established deadline. Composition of the works and evaluation criteria. The works must: -Reflect the festive spirit of the celebration. -Contain a representative element of the Chamberí District. -The artistic techniques admitted will be drawing, illustration<(>,<)> composition or graphic design, without limitation of colors. -Include as information, Festivities of Our Lady of Carmen from July 16 to 19, 2026, District of C
