Official description of the call
BASE 1.- OBJECT The purpose of these Rules is to establish the rules by which the request and granting of aid aimed at natural or legal persons who undertake an activity in the municipality of Ayora or who already carry it out previously and make improvements in existing businesses must be governed, between October 1, 2025 and September 15, 2026, provided that they meet all the requirements established therein. These aid aimed at local entrepreneurs are broken down into two programs. The Business Creation Program for the installation of new companies or self-employed workers who are going to carry out their activity in the municipality, and the Business Improvement Program for the adaptation and modernization of existing companies. These, in turn, contemplate differentiated aid for young people up to 35 years old. The purpose of these subsidies, granted on a competitive basis, is to support the creation and consolidation of companies in the municipality of Ayora, with the consequent generation of employment, through partial financing of their start-up or investment costs. The aid contemplated in these bases will be subject to the principles of publicity, transparency, objectivity, equality and non-discrimination in its management, as well as the requirements of efficiency in meeting objectives and efficiency in the allocation and use of public resources. BASIS 2.- BENEFICIARIES AND REQUIREMENTS. Individuals or legal entities may be beneficiaries of this subsidy, as well as communities of property, civil societies and other legally constituted economic entities that begin their activity in the municipality of Ayora or that already exist in the municipality of Ayora and make an improvement or investment in the company, which meet the following requirements: That the economic activity is carried out by a self-employed person, micro-enterprise or small or medium-sized company. That the registered office is located in Ayora or, if the registered office is not located in Ayora, they have an establishment or branch in which they carry out activity within the municipal area of Ayora. Be up to date with tax obligations with the Ayora City Council. The condition of not being a debtor of the Municipal Treasury will be verified ex officio. If during the period of verification of the requirements, it is detected that the applicants are not up to date with their tax obligations with the City Council, they may be granted, exceptionally, a period of 5 business days to regularize their situation, and present the corresponding proof of being up to date with the payment. Otherwise, they will be considered to have abandoned their request to participate in the procedure in question. Be up to date with tax and Social Security obligations. Not be subject to any of the circumstances that prevent obtaining the status of beneficiary indicated in art. 13 of Law 38/2003, of November 17, General Subsidies. Submit to the verification actions by the instructing body of the Ayora City Council, providing any information or documentation required to comply with these aids. Have made a minimum investment of 500 euros (VAT not included) in expenses considered eligible in these Rules. In the case of the Business Creation Program, having started the activity in the period between October 1, 2025 and September 15, 2026. For these purposes, the start date will be considered to be the one stated in the Declaration of Registration document in the Census of Taxpayers (Forms 036 or 037). In the event that the applicant had already been constituted as a self-employed worker previously and, having been discharged, becomes a self-employed worker again, the self-employed activity that begins in the indicated period will be required to be different from the one carried out previously, and both cannot be carried out simultaneously and must provide a certificate from the IAE for 2025 and 2026 showing the activities carried out. In the case of aid aimed at young people up to 35 years old, people who request it must prove that they are at most 35 years old, and this will be verified with the date of birth on their DNI.
