23. SUBSIDIES TO EUSKALTEGIS IN THE BASQUE STUDY AND ADULT LITERACY SECTOR IN ARRASATE 1. Purpose The purpose of this call is to regulate the conditions for granting subsidies to Euskaltegis that teach Basque language and literacy to adults in Arrasate during the financial year 2026. The eligible programs may be periodic or one-off activities. 2. Beneficiary persons or entities Mainly those persons and associations or entities that have their headquarters and scope of action in Arrasate will be eligible for this aid. The Associations or Entities must be registered in the Registry of Associations of the Autonomous Community or other public registries, and be in possession of the corresponding tax identification code. The following will be excluded from this call: a) Activities or programs whose specific objective is not adult Basque-literacy. b) Groups and services created specifically to meet the needs of companies. c) Programs or activities that, either due to their nature or their purpose, may be more appropriate to fit into another City Council subsidy program. 3. Documentation to be presented In addition to the documentation required in the General Arrasate Subsidies Ordinance, together with the applications, the applicant must present the following documentation: a) List of students organized by levels and study groups that meet the requirements established in article 2 of these specific bases, indicating the number of teaching hours for each group. 4. Administrative unit in charge of processing Applications will be processed by the Basque Language Service 5. Application evaluation criteria To calculate the aid to be granted, the following criteria will be taken into account: a) Number of group teaching hours taught in the organized activity or course. b) As a maximum, up to €13.50 per group hour will be subsidized. c) Those structural costs that exceed the percentage of 15% of the direct costs derived from the activity of teaching Basque will not be admitted for the purposes of eligible costs. Regarding this, operating expenses (electricity, telephone, garbage, travel expenses...) will be considered direct expenses. However, centralized services and registration campaigns will not be considered structural expenses. d) The subsidy awarded may not exceed 50% of the total budget presented for the development of the activity. 6. Budget The amount of aid called through this program amounts to €33,374, and will be financed from the budget item “1.0210.471.335.00.00 – Euskara Subsidies”. If the budget allocation is not enough to cover the total number of requests according to the established criteria, the corresponding proration will be applied to the total amount of the concession. 7. Form and terms of payment In general, payment will be made in accordance with the provisions of articles 58 and 59 of the General Ordinance of Subsidies of Arrasate. However, and exceptionally, the entire subsidy may be paid jointly, in the event that the subsidized activity has been carried out and the beneficiary entity sends documentation to adequately justify the activity. 8. Documentation to be presented In addition to the provisions of article 61 of the General Ordinance of Subsidies of Arrasate, at the time of settlement of the subsidy received, the following documentation must be presented: a) Report of both the global activity and the subsidized activity or activities of the entity. This report will consider the assessment of the results obtained in the activities carried out, as well as the expenses and income generated in relation to the subsidized activity. The classified list of the expenses incurred in the specific project or activity subsidized by the City Council will be presented, which must include the following data: the creditor, the amount, the execution date and, where applicable, the payment date. The Euskara Service and the auditor will verify, through sampling techniques, the supporting documents that they deem appropriate and that allow obtaining reasonable evidence on the proper application of the subsidy.
