1. Object. The purpose of the rules is to regulate the call that must govern the granting of subsidies to be granted in the 2026 year by the Madrid City Council, of the Government Area of Economy, Innovation and Finance through three lines of subsidy: Line 1: Encourage entrepreneurship in commercial premises in municipal markets, thereby improving the occupancy rate of these facilities, by paying a percentage of the rate established at a maximum of twenty-four monthly payments from the time the contract is subscribed. corresponding contract with the concessionaire entity. Beneficiary persons or entities. Line 1 and 2 2.1. Natural or legal persons, civil societies or other economic entities without legal personality, legally constituted that meet the following requirements, may obtain the status of person or entity beneficiary of this aid: a) That the business activity is carried out by an autonomous person, company or non-profit entity in a municipal market. b) That the activity carried out on the premises has begun after January 1, 2023 and remains open and in operation until the date of recognition of the obligation. In this case, the applicant persons and entities must be considered small or medium-sized companies (SMEs), and must meet the following requirements: 1. Have an annual turnover of no more than 50 million euros or an annual balance sheet of no more than 43 million euros according to the latest Corporate Tax liquidation. 2. Have less than 250 workers. 3. Not be linked to or participated in an amount equal to or greater than 25 percent of the capital by companies or institutions that do not meet any of the requirements established in the two previous letters, except if these are public investment companies, venture capital companies or institutional investments in the terms established by the applicable European regulations. The activity will be considered to have started when a contract for the transfer of the right to use the premises has been signed with the concessionaire of a municipal market in accordance with article 18 bis of the Municipal Markets Ordinance of December 22, 2010. c) Not being subject to any of the causes of prohibition established in sections 2 and 3 of article 13 of Law 38/2003, of November 17, General Subsidies. 2.2.
