Bases First. Regulatory bases and Official Journal in which they are published This call will be governed by the provisions of the General Subsidy Ordinance of the Picassent City Council (BOP no. 77, of 26.IV.2021), Law 38/2003, of November 17 and its regulations. Second. Budget credit This subsidy is approved with a maximum total amount of €5,000 and will be processed under the 2026 municipal budget item called "Subsidy for the use and promotion of Valencian for the activities of municipal neighborhood and cultural associations 2026", numbered 640.33402.4890001. Third. Object, recipients, purpose and procedure The purpose of these rules is to regulate the procedure under a competitive competition regime, for the granting of subsidies, from the Linguistic Promotion area of ​​the Picassent City Council, to cultural and festive associations of Picassent, aimed at promoting the use of Valencian for the development of their activities. Room. Granting regime and beneficiary persons or entities The grant granting procedure will be processed on a competitive basis. The granting of aid will be carried out by comparing the applications submitted in accordance with the assessment criteria and within the budgetary credit available for the call. The beneficiary persons or entities will be civic associations and other non-profit entities, unions, business associations, professional associations and foundations legally constituted and registered in the registry of municipal neighborhood associations of the Picassent City Council. Fifth. Requirements that beneficiary legal entities must meet 1. Legal entities: neighborhood associations of Picassent, which meet each and every one of the following requirements, may be beneficiaries of the financial aid regulated in these bases: 1.1. Be registered in the aforementioned register of Associations of the Generalitat Valenciana and, obligatorily, in that of the Picassent City Council and have the Board of Directors updated in 2026, as well as provided the internal operating regulations and/or statutes. 1.2. Not be subject to any of the circumstances provided for in article 13.2 and 3 of Law 38/2003, of November 17, general on subsidies. It will be considered that the beneficiary entity is up to date with tax obligations with the Picassent City Council, when it does not have tax debts or sanctions in the executive period, unless they are deferred, divided or whose execution was suspended. 1.3. Be up to date with compliance with tax and Social Security obligations. 1.4. Be up to date with compliance with tax obligations with the Picassent City Council. 1.5. Under no circumstances will entities included in the causes of prohibition provided for in sections 5 and 6 of article 4 of Organic Law 1/2002, of March 22, regulating the right of association, be able to obtain the status of beneficiaries of the subsidies. 1.10.Entities in respect of which the administrative procedure of registration has been suspended due to rational indications of criminal liability, in application of the provisions of article 30.4 of Organic Law 1/2002, may not obtain the status of beneficiaries as long as a final judicial resolution is not issued by virtue of which registration can be carried out in the corresponding registry. Sixth. Obligations of the legal persons or beneficiary entities 1. The entities that benefit from the subsidies have the following obligations: a) To have carried out the activity on which the subsidy is based and to have adequately justified it.
