REGULATORY BASES FOR AID FOR COMMERCIAL REACTIVATION AND IMPROVEMENT OF THE URBAN ENVIRONMENT

Official description of the call
First. Beneficiaries.- The owners of properties in the municipality of Ciempozuelos or tenants of these with a rental contract may be beneficiaries of the aid, when said properties are registered as commercial premises, whether they are with or without activity, as well as properties classified as hospitality that have not had activity during the years 2025 and 2026. Each property that may be subject to the owner or tenant receiving a subsidy, may not have been recognized for a use other than commercial or restoration for the application of any of the municipal taxes or fees. On the same property, there can only be one beneficiary who will be the one who has been assigned by title deed or by rental contract, the charge of paying municipal taxes. Second. Purpose.- The purpose of the subsidy is the commercial reactivation of premises with or without business activity to encourage their reopening. On the other hand, resolve situations of degradation of closed or raw premises by decorating their facades with different types of motifs that allow the change in the appearance of our city. The aid granting system will be competitive competition. The aid will be granted at the request of a party and will be finalist in nature, being used only for the purpose for which it was granted. They will have three lines of aid: Line 1: Aid for properties registered as commercial premises with activity. Line 2: Aid for properties registered as commercial premises or restaurants, which do not have activity during the years 2025 and 2026. Line 3: Aid for properties registered as commercial premises or restaurants, which do not have activity during the years 2025 and 2026 for temporary transfer of façade to beautify the urban landscape. Excluded will be those properties that, even though they are classified as commercial premises by cadastre, have been recognized, either at the request of their owners, or in the exercise by the administration itself, as properties dedicated to a use other than that classified as commercial. Third. Regulatory bases.- 3.1. General requirements common to all lines Beneficiaries must: Be owners or tenants of commercial or restaurant premises in Ciempozuelos. The property must be effectively intended for commercial or restaurant use. Be up to date with tax obligations with the City Council, Tax Agency and Social Security. Not incur the prohibitions of article 13 of Law 38/2003. Not having altered the use of the property for tax or administrative purposes. 3.2. Line 1. Premises with activity Beneficiaries must: Maintain effective economic or social activity in the property. Prove the activity through a license, responsible declaration or current contract. Be registered with IAE in the headings established in the call. Have an establishment open to the public or in operation. 3.3. Line 2. Premises without activity (2025-2026) Beneficiaries must: Be owners or tenants of premises without activity during the period 2025-2026. Prove the lack of economic activity or effective use of the property. Commit to allocating aid to the rehabilitation, adaptation or maintenance of the premises. 3.4. Line 3. Urban beautification (transfer of façade) The beneficiaries must: Be holders of rights over the property that allow the transfer of façade. Authorize the City Council to intervene on the façade for temporary artistic or decorative purposes. Maintain the assignment for a minimum period of one year. Guarantee the visibility of the intervention from public roads. Room. Amount.- The subsidy may reach up to 100% of the eligible expense, with a maximum limit per beneficiary of €1,200 for line 1 and line 2 and €1,000 for line 3. Only one of them may be eligible. The aid will be distributed as follows: 4.1.- Line 1. Aid for properties registered as commercial premises with activity. The amount of aid will be distributed as follows: Properties up to 150 m2: €700 Properties from 151m2: €1,200 4.2.- Line 2. Aid for properties registered as commercial premises or restaurants, which do not have activity during the years 2025 and 2026. Properties up to 150 m2: €700 Properties from 151m2: €1,200 4.3.- Line 3. Aid for properties registered as commercial premises or restaurants
