EXTRACT from Decree no. 2026-2508, dated July 1, 2026, of the Presidency, by which it approves the “Call for granting subsidies for the 2026 development cooperation program.” First.- Object. The purpose of the subsidies from this program is to help the development of social intervention projects that, based on the principle of solidarity, contribute to the development and attention to the basic needs of the population in the most disadvantaged countries. Second.- Subsidy lines: • Development Cooperation Projects, in a broad sense, that aim to satisfy basic needs and promote local, human, egalitarian and sustainable development, in the most needy areas of the least developed countries (LDCs). Those whose purpose is humanitarian or emergency aid are excluded. • Raising awareness to create a solidarity consciousness in the province of Teruel and generate personal and social changes that make fair international relations possible. • Promotion of fair trade. • Education for development: programs that promote global citizenship in the province of Teruel that generates a culture of solidarity committed to the fight against poverty and exclusion. • Volunteer training. • Temporary reception of minors from less developed countries, in the province of Teruel. • Co-development: carry out co-development actions that, starting from the groups and associations of immigrants based in the province of Teruel, carry out development actions in their countries of origin. The basic needs of the population are understood to be those related primarily to the objectives of eradicating poverty, food, housing, health, education, through carrying out activities. The activities planned in the projects will fundamentally respond to actions of a permanent and/or stable nature, with no preference being given, for the purposes of this call, to projects whose content is temporary and/or transitory. The projects may not contain in their formulation any type of discrimination and/or exclusion, and their recipients may be the population in general or specific groups of the same with special deficiencies and needs. In the event that the applicant entity has a local collaborating partner in the country where the subsidized project is developed, it must present the formalized agreement in this regard, also detailing the expenses borne by each of them. Fifth.- Execution period. The execution period of the projects and activities object of this call will cover from September 1, 2025 to August 31, 2026. Sixth.- Requirements of the beneficiaries. The subsidies will be granted to development aid and solidarity entities, legally recognized in which the following conditions are met: • Be constituted and formally registered prior to December 31, 2025, in the corresponding record. • Have a registered office or permanent delegation in the province of Teruel. • Reflect in its statutes that among its purposes is the carrying out of activities and projects aimed at cooperation, solidarity and human development in the geographical areas reflected in this call. • Have the human and technical resources, in the country of the project execution, that are necessary and sufficient to achieve the objectives proposed in the project, indicating which ones and how many they are. • Be up to date with compliance with tax obligations and with Social Security as well as with the Provincial Treasury. Seventh.- Presentation of applications and documentation. Applications will be submitted exclusively through the Electronic Headquarters of the Provincial Council of Teruel.
