Official description of the call

General bases and call that will govern the aid for books and school materials for early childhood education for the 2026/2027 academic year. Within the work of promoting programs and projects aimed at the care of families that the San Cibrao das Viñas City Council has awarded, the present aid is called for the acquisition of school materials for Early Childhood Education (3-6) years for the 2026-2027 academic year. 1. General provisions Articles 25.1 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime (LRBRL) and article 80.1 of Law 5/1997, of July 22, of Local Administration of Galicia (LALGA) provide that town councils, for the management of their own interests and within the scope of their powers, may promote activities and provide public services that they contribute to satisfying the needs and aspirations of the neighborhood community. Assuming as its own competence, among others, the evaluation and information of situations of social need and the immediate attention of people in a situation or risk of social exclusion. Law 5/2014, of May 27, of the Parliament of Galicia, on urgent measures derived from the entry into force of Law 27/2013, of December 27, on the rationalization and sustainability of the Local Administration, considers that "it will not be understood as the exercise of new powers", among others, the continuity in the provision of the services already established and the promotion activity and the formalization of collaboration agreements for the granting of subsidies (Art. 3.3.). Furthermore, it clearly states that, in general, the powers attributed to the EELLs by the autonomous legislation prior to the entry into force of the LRSAL: "they will continue to be exercised, governed by the aforementioned legislation or, if applicable, by the state law applicable as a supplementary, without prejudice to the provisions of the fourth and fifth additional provisions on the assumption by the Autonomous Community of the powers relating to education, health and social services"; and clarifies that the powers that the CA of Galicia must assume in matters of education, health and social services: "will continue to be provided by the municipalities as long as the conditions provided for their transfer in the basic regulations are not met and, in particular, the establishment of the new regional financing system and the Local treasuries provided for therein" (Additional Provisions. 1st and 4th L.5/2014). In the field of sectoral regulations, Law 13/2008, of December 3, on Social Services of Galicia, attributes to local Corporations the creation and management of basic community services, configuring them as integrative services and the main instance of the Galician system of social services for the development of interventions of a preventive nature, comprehensive care for individuals, families and socio-labor incorporation and expressly enables town councils to grant financial aid to support the care of children. minors, alleviate temporary situations of need, guarantee a minimum subsistence and reinforce family integration and social inclusion processes. Finally, Law 3/2011, of June 30, on support for the family and coexistence in Galicia, guaranteeing the total protection of the family; especially, that of families valued with special consideration, who are assured preferential treatment in the areas of education, housing, culture, new technologies, etc. Art. 8 of this law also attributes powers to municipalities for the execution of programs and projects aimed at caring for families. On December 30, 2004, it was published in the BOP of Ourense no. 229 the Ordinance regulating subsidies and aid of the San Cibrao das Viñas City Council, which aims to regulate the general regime and the regulatory bases of the subsidies granted by the San Cibrao das Viñas City Council. The purpose of this regulation is to establish the criteria and procedure for the granting of municipal subsidies from the City Council of San Cibrao das Viñas, for the provision of services that complement those attributed to municipal jurisdiction or that, in general, contribute to the promotion of the peculiar interests of the families of this municipality.
