Second. Budget credit The present subsidy is approved with a maximum total amount of €6,400 and will be processed under the 2026 municipal budget item called “Subvenció fallses”, numbered 2026.650.33801.4890100. Third. Object, recipients, purpose and procedure The object of this call is to regulate, on a competitive basis, the granting of subsidies to the Fallas cultural associations of Picassent for the development of their citizen participation, cultural, social, training and festive activities in relation to their active contribution to the population of Picassent. The purpose of the subsidy is to support the activities developed by the Fallas cultural associations of Picassent that contribute to: a) Promote citizen participation. b) Dynamize the social and cultural life of the municipality. c) Promote Valencian culture and traditions. d) Promote coexistence and social cohesion. e) Promote volunteering and local associations. The actions being evaluated must have contributed effectively to these purposes. The subsidy is intended to promote associative activity and citizen participation, and not as a prize or reward for mere attendance at proceedings or for simple membership in a specific entity or organization. Fifth. Requirements that beneficiary legal entities must meet 1. Legal entities of Picassent falleras cultural associations that are legally constituted and registered in the corresponding registries and that meet each and every one of the following requirements may be beneficiaries of the financial aid regulated in these bases: 1.1. Be registered in the aforementioned register of Associations of the Generalitat Valenciana and, obligatorily, that of the Picassent City Council and have the Board of Directors updated by 2026, as well as provide the internal operating regulations and/or statutes. 1.2. Not be subject to any of the circumstances provided for in article 13.2 and 3 of Law 38/2003, of November 17, general on subsidies. It will be considered that the beneficiary entity is up to date with tax obligations with the Picassent City Council, when it does not have tax debts or sanctions in the executive period, unless they are deferred, divided or the execution of which is suspended. 1.3. Be up to date with compliance with tax obligations with the Picassent City Council. 1.4. Not have any subsidy granted by the Picassent City Council pending justification, after the deadline. 1.5. Be up to date with the payment of obligations for reimbursement of subsidies. 1.6. Not be constituted as an association of local associations. 1.7. Not having been sanctioned by a final resolution with the loss of the possibility of obtaining subsidies, according to Law 38/2003, of November 17, general on subsidies, or Law 58/2003, of December 17, general tax. 1.8. The groups provided for in the second paragraph of section 3 of article 11 of the LGS will not be able to access the status of beneficiaries when any of the previous prohibitions occur in any of their members. 1.9. Under no circumstances will entities included in the causes of prohibition provided for in sections 5 and 6 of article 4 of Organic Law 1/2002, of March 22, regulating the right of association, be able to obtain the status of beneficiaries of the subsidies. 1.10. Nor will entities be able to obtain the status of beneficiaries in respect of which the administrative procedure of registration has been suspended to find rational indications of criminal illegality, in application of the provisions of article 30.4 of Organic Law 1/2002, until a final judicial resolution is issued by virtue of which they can
