In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Base http://www.pap.minhap.gob.es/bdnstrans/index, and on the website of the Vitoria-Gasteiz City Council http://www.vitoria-gasteiz.org. First.- Beneficiaries. Companies, regardless of their legal form, that meet the following requirements may be eligible to receive the subsidies contemplated in this call: - Headquarters and/or work center located in the municipality of Vitoria-Gasteiz. - Be up to date with your tax obligations, with Social Security and taxes with the Provincial Council and the Vitoria-Gasteiz City Council. This requirement must be met at the time of submission of the application and remain in force throughout the subsidy process (grant, recognition of the obligation and payment). - Not be penalized or administratively sanctioned with the loss of the possibility of obtaining subsidies or public aid, nor be subject to any legal prohibition that disqualifies them from doing so, including those that have occurred due to incurring discrimination on the basis of sex or multiple discrimination contemplated in article 3.1 of Legislative Decree 1/2023, of March 16, which approves the consolidated text of the Law for the Equality of Women and Men and Lives Free of Sexist Violence against Women; or by imposition of an accessory sanction provided for in articles 46.1.b) and 46 bis 1.b) of the Consolidated Text of the Law on Infringements and Sanctions in the Social Order, proven by Royal Legislative Decree 5/2000 of August 4, by means of a final resolution. - In the case of communities of property or civil societies, each and every one of the private individuals or legal entities that participate in them will be considered beneficiaries, and all of them must comply with the requirements and conditions established in these bases. In any case, a representative of the group must be appointed, with sufficient powers to fulfill the obligations that, as beneficiary, correspond to the group. If the group is dissolved before the limitation period provided for in articles 39 and 65 of Law 38/2003, of November 17, General Subsidies, has elapsed, the subsidy granted must be returned. - The aid to companies provided for in this call will be subject to the de minimis rule established in Commission Regulation (EU) 2023/2831, of December 13, 2023, relating to the application of articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid. - Maintain compliance with the previous conditions until their resolution. Second.- Object. The purpose of these rules is to establish the conditions that will govern the granting of financial aid that the Department of Economic Promotion, Employment, Commerce and Tourism may grant, under a simple competition regime, to support the labor insertion of unemployed people who have participated in certain training actions given by Ignacio Ellacuria and CETIC municipal centers. The aid is aimed at hiring people who have obtained a passing grade in some of the training actions indicated in Base 3, sections 3.1, 3.2 and 3.3, which have been taught at the Ignacio Ellacuria municipal center and/or at the CETIC municipal center. Your contract must have a minimum duration of 6 months, both full-time and part-time (with a minimum percentage of 75 percent of the working day - in accordance with the legal maximum in force in the corresponding year). The following types of eligible action are established depending on the training area: - Type 1. Contracts in the construction area. - Type 2. Contracts in the area of graphic design and computing. - Type 3. Contracts in the logistics area. These financial aids take the form of non-refundable subsidies, under a simple competition regime, in accordance with article 19.1, and chapter III of the general subsidy ordinance of the Vitoria-Gasteiz City Council (BOTHA number 88, of July 28, 2023).
