The evolution of unemployment in La Rioja in recent years has produced an important change both in the figures and in the composition of the unemployment data regarding the affected workers. Labor regulations have reflected this fact through the publication of Royal Decree-Law 32/2021, of December 28, of urgent measures for labor reform, the guarantee of stability in employment and the transformation of the labor market. Likewise, the modification of the regulations applicable to active employment policies has been reflected in Royal Decree 818/2021, of September 28, which regulates the common employment activation programs of the National Employment System. It is therefore appropriate to adapt subsidies for labor recruitment to the new situation, encouraging improvement in the quality and stability of the employment that is generated, promoting indefinite hiring, and in particular that relating to the employment of people with disabilities in a protected environment such as Special Employment Centers. A new rule is being drafted, replacing Order 13/2010, of September 6, currently in force for the granting of these subsidies to Special Employment Centers within the Autonomous Community of La Rioja. Purpose and scope of application is approved. 1. The purpose of this order is to establish the regulatory bases for the granting of subsidies, under a direct concession regime, intended to promote the creation and maintenance of jobs in the Special Employment Centers. 2. The territorial scope of application will be the Autonomous Community of La Rioja. Article 2. Eligible actions. The eligible actions included in this order to promote the employment of people with disabilities are articulated in the following measures: a) Subsidy for fixed investment that generates employment. b) Subsidy of salary costs. c) Subsidy for job adaptation. Article 3. Financing. 1. The granting of the subsidies established in this order will be conditional on the existence of sufficient and adequate credit and will be carried out under the budgetary applications that, for this purpose, are established in the corresponding General Budget Law of the Autonomous Community of La Rioja. 2. The financing of these subsidies will come from the state-level employment funds transferred by the General State Administration, through the credits specifically allocated each year in the expenditure budget of the State Public Employment Service, in compliance with the distribution of labor-related funds from the General State Budgets for management by the Autonomous Communities, without prejudice to the additional financing charged to the General Budget Law of the Autonomous Community of La
