Early call, for the year 2024, for subsidies to non-governmental development organizations (NGDOs), for the financing of international development cooperation projects and programs

Official description of the call

In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, general on subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database: http://www.pap.minhap.gob.es/bdnstrans/index. First. Beneficiary entities Non-governmental development organizations (NGDOs) may benefit from these subsidies, individually or in groups with one or more other NGDOs, that meet the requirements set out in the fifth resolution of the call. Second. Object 1. The object of this call is to call for subsidies, under a competitive competition regime and charged to the Budget of the Generalitat Valenciana for the year 2024, for the financing of current and investment expenses, of international development cooperation projects and programs to be carried out in structurally impoverished countries and populations, destined for non-governmental organizations for development (hereinafter NGDOs). 2. The actions to be subsidized in this call will consist of projects and programs in the field of international development cooperation, in one of the following modalities: a) Modality A: comprehensive multi-year programs in the field of international development cooperation to be executed in structurally impoverished countries and populations. b) Modality B: international development cooperation projects to be executed in structurally impoverished countries and populations c) Modality C: technical cooperation projects d) Modality D: specific actions Third. Regulatory bases The bases by which this call is governed are those contained in Order 2/2021, of May 26, of the Department of Participation, Transparency, Cooperation and Democratic Quality, which establishes the regulatory bases and the procedure for granting subsidies in matters of international development cooperation (DOGV no. 9095, of May 28, 2021). Room. Amount This call for subsidies will be financed from budget application G0116.0302.134A00, subsidy line S0378, in chapter IV and budget application G0116.0302.134A00, subsidy line S0272, in chapter VII of the Generalitat's budget for the year 2024, for a total amount of 49,350,000.00 euros, of which 40,750,000.00 euros are destined to finance current expenses and 8,600,000.00 euros to capital expenses. Fifth. Deadline for submission of applications 1. Applications will be submitted within twenty business days, counting from the day following the publication of the extract of this call in the Official Gazette of the Generalitat Valenciana. In accordance with article 31.1 of Law 39/2015, of October 1, on the common administrative procedure of public administrations, the General Directorate of International Development Cooperation will provide assistance for the electronic submission of applications until 3:00 p.m. on the last business day. Failure to comply with the aforementioned deadline will result in exclusion from the call. 2. Each entity may submit a maximum of three applications individually or four if any of them are in a group with other NGDOs. Entities that submit an application for modality A and B will not be able to submit an application for modality D. Sixth. Other requirements 1. Applications: they will be processed exclusively electronically at the Electronic Headquarters of the Generalitat Valenciana. Submitting the application in a manner other than the electronic method provided for in this section will determine the exclusion from the call. 2. Documentation: the application will have to be accompanied by the mandatory documentation included in the ninth resolution of the call and, for the purposes of project evaluation, the documentation from the tenth resolution. 3. Objective assessment criteria: in the technical evaluation, a minimum of 65 points out of 100 must be obtained, distributed according to the assessment criteria, developed in Annexes I, II and III.
