Official description of the call
Specific bases of the 2024 annual call for subsidies to be granted by the Urkabustaiz City Council to the administrative boards of the municipality for the execution of infrastructure works and improvement of the towns. Works carried out in 2023. Chapter I General provisions Article 1 The purpose of this ordinance is to structure and establish the criteria and procedure for the granting of subsidies, within the municipality of Urkabustaiz, and intended for the administrative boards that comprise it. Article 2 The allocation of subsidies, in application of the content of this ordinance, will require the prior allocation of the corresponding budget item, contained in the general budget approved by the municipal corporation for the current year. Article 3. The granting of subsidies will comply with these regulations - It will be voluntary and contingent, except as provided in this ordinance. — They will not be invoked as precedent. — An increase or revision of the subsidy will not be invoked. Article 4. Subsidy agreements that are due to mere liberality will be null and void. Chapter II Petitioners Article 5. The administrative boards that make up the Urkabustaiz City Council may request subsidies, by means of a document signed by the councilor-resident and addressed to the mayor-president of the Urkabustaiz City Council. Chapter III Purpose of the subsidies Article 6 This ordinance is intended to serve as an instrument for the establishment of a line of financing intended to subsidize the administrative boards of the municipality that carry out works, applying the municipal subsidy to the percentage of work that is not going to be financed by other organizations (in the case of the regional plan for works and services, to 20 percent of work not eligible for subsidization by the Provincial Council of Álava, or the corresponding percentage). Article 7. Eligible works and order of priority for subsidy purposes: The following order of priority is established for the works, in descending order of importance: 7.1 Water supply and sanitation works. 7.2 Public lighting and street paving works. 7.3 Works leading to the maintenance and improvement of the heritage of the towns. General criteria for the allocation of subsidies Article 8 In order to benefit from this aid program, the administrative boards will be required to assume the commitment to pay the economic cost equivalent to 10 percent of the part of the global budget of the non-subsidized work or works for which the subsidy is requested. The overall budget of the work will include the expenses corresponding to the material execution and technical fees. Article 9 Percentage of 25 percent of the total item. 25 percent of the total amount budgeted by the city council will be distributed according to a linear criterion among the 10 administrative boards that make up the municipality. Article 10. Eligible percentages for the works described in article 7 10.1 Water supply and sanitation works. It is agreed to allocate 30 percent of the total resources of the budget item to this concept. If during the year there is only one administrative board that requests the subsidy for this concept, 70 percent of the total amount will be allocated as a subsidy, assigning the remaining 30 percent to the next eligible section (10.2). If during the year, 2 or more administrative boards request a subsidy for this concept, the total amount of the item will be distributed, following the following criteria: The resulting amount to be paid to each board will be the one obtained after applying the formula indicated below: Amount to be distributed in the item ---------------------------------------------------------------------------------------------------------- = corresponds to him. 10.2 Public lighting and street paving works. It is proposed to allocate 30 percent of the total resources of the budget item to this concept. The total amount of assets will be distributed among the boards that have requested it. Furthermore, as established in section 10.1, it could be added, where appropriate
