Official description of the call
First.- Regulatory Bases: Order ATP/47/2020, of August 15, which establishes the regulatory bases for the granting of aid to groups that group together producers of Sugar Beet in Integrated Production of La Rioja de La Rioja and that establish phytosanitary alert networks for this crop within the Autonomous Community of La Rioja (Official Gazette of La Rioja No. 106 of August 21, 2020). Second.-Object: Call for the granting of aid for the year 2024 included in Order ATP/47/2020, of August 15, which establishes the regulatory bases for the granting of aid for the creation of phytosanitary alert networks for sugar beet producers in integrated production in La Rioja. The expenses included in article 6 of the aforementioned Order, carried out by groups that bring together producers of Sugar Beet in Integrated Production of La Rioja and that establish phytosanitary alert networks for this crop in the scope of the Autonomous Community of La Rioja during the period between January 1 and November 1, 2024, may be subject to subsidy. Third.- Beneficiaries: They may be beneficiaries of this present subsidy those that are included in article 3 of the aforementioned Order ATP/47/2020, of August 15 and that comply with the obligations established in article 4 of the aforementioned order. Fourth.- Amount: The expenditure for the call is approved for a total amount of one hundred and six thousand euros (106,000 euros), charged to the budget items included in the attached table, corresponding to the expenditure budget for 2024 of the Ministry of Agriculture, Livestock, Rural World and Environment: Budget Application Amount 2024 05.02.02.4611.475.00 53,000 05.02.02.4611.483.00 53,000 TOTAL 106,000 In accordance with article 23 ter of Decree 14/2006, of February 16, regulating the legal regime of subsidies in the Public Sector of the Autonomous Community of La Rioja, the Distribution of the credit provided for in this call resolution will be estimated. The alteration of said distribution will not require a new call although it will require, where appropriate, budget modifications prior to the concession resolution. The distribution of all the funds available for this aid between the indicated budget items must be understood as an estimate since they must be considered as a whole and their final distribution is subordinated to the requests actually received, so that if the credit of any of the budget items is not committed due to lack of applications, another item in which the greater number of requests requires a greater amount to cover their payment may be increased by the appropriate prior procedure. Fifth.- Deadline for submitting applications: The deadline for submitting applications, in accordance with the standardized model Annex I, which is made available to you in the electronic office of the electronic headquarters of the Government of La Rioja, https://www.larioja.org/oficina-electronica/es?web=&tipo=05, will be ten business days counting from the day following the publication of this extract of the call in the Official Gazette of La Rioja. Sixth.- Other data of interest: 1.- Call.- The full text of the Call Resolution will be available at the following address on the website of the Government of La Rioja (https://www.larioja.org/oficina-electronica/es?web=&proc=24667) 2.- Concession procedure.- As established in point 1 of article 9 of ATP/47/2020, August 15, from the Ministry of Agriculture, Livestock, Rural World, Territory and Population, these aid will be processed on a competitive basis. 3.- Documentation and justification.- The application model must be accompanied by the following documentation: Report of activities that will be carried out for the development of the action that is the object of this aid, list of personnel that will participate in it, as well as the training and dissemination plan that derives from the action. Economic report estimating the content of the request, specifically the expenses allocated to personnel, testing activities, training and transfer of results. Any information that allows the application to be evaluated based on the provisions of article 9.2 of the regulatory order.
