FIRST.- OBJECT The purpose of these Regulatory Bases and call is to establish the rules that must govern the extraordinary aid for social support for contingencies for the current year and the obligations derived from it in accordance with the criteria provided for in the Agreement of February 14, 2024, of the Governing Council of the Government of Extremadura, by which the Municipal Economic Collaboration Program for extraordinary aid for social support for contingencies is approved. for the year 2024, which will be managed by the Basic Social Care Social Service (hereinafter, SSASB) of the Coria City Council. SECOND.- DEFINITION AND NATURE Due to its nature and purpose of assistance provision, the regulations on subsidies will not apply to extraordinary social support aid for contingencies. THIRD.- CHARACTERISTICS 1. Extraordinary social support aid for contingencies will not be periodic or indefinite. 2. They are finalist in nature, and must be used exclusively to finance the expense for which they have been granted. 3. In view of its punctual and extraordinary nature, a maximum of one aid per year may be granted to each family unit, unless another subsequent circumstance arises for another need, without in any case exceeding the maximum amount established for each annuity. 4. This aid may not be transferred, seized or retained. 5. Extraordinary social support aid for contingencies has a subsidiary nature with respect to other resources, public or private, or the right to receive them and any benefits that may correspond to the applicant or the other people who are part of their family unit, and these resources or benefits must be requested prior to the request for social support aid for contingencies, providing a copy of the resolution issued, if applicable. 6. Extraordinary social support aid for contingencies will be compatible with the receipt of other pensions, benefits, aid. FOURTH.- REQUIREMENTS 1. Persons who meet the following general requirements may be beneficiaries of extraordinary social support aid for contingencies, which must be met at the time of the application and maintained until the corresponding resolution is issued: Be of legal age Be registered in Coria Belong to a family unit in which there is no sufficient income or income. That an extraordinary contingency has occurred that requires immediate and unpostponable action, which cannot be undertaken by its own means or by other existing institutional resources, and this is stated in the SSASB report. The family unit has not received public aid that covers all of the expenses for which it requests extraordinary social support aid for contingencies. FIFTH.- COMPUTATION OF RESOURCES 1. Any income, assets and rights that the beneficiary or the rest of the members of the family unit have or have the right to dispose of, derived from both work and economic activities, such as movable and real estate capital, will be computed, including increases in assets, compensatory or alimony pensions and those of a benefit or subsidy nature, as well as other substitutes for those, computed by their liquid amount or net, except for those that are not computable. 2. The amounts from the following aid or benefits are exempt from calculation: The financial benefit established in articles 17 and 19 of Law 39/2006, of December 14, on the Promotion of Personal Autonomy and Care for people in a situation of dependency. The family benefit for a dependent child or minor, under 18 years of age or over that age and who is affected by a disability equal to or greater than 65% of the disability. Scholarships and study aid granted by any of the public Administrations. Individualized aid for transportation and/or school dining and public aid to cover transportation, accommodation and subsistence expenses, for attendance at occupational training actions.
