REGULATORY BASES AND CALL FOR THE GRANTING OF SUBSIDIES AIMED TO SUPPORT THE HIRING OF UNEMPLOYED PEOPLE “CHIVA CONTRATA 2024 PROGRAM” BASE 1. BACKGROUND AND PURPOSE OF THE PROGRAM The Chiva City Council, being the administration closest to the citizens, intends to launch an employment promotion aid program that facilitates the reactivation of the economy and job placement, supporting companies that hire personnel. Thus, the purpose of these rules is to regulate the granting of subsidies under a competitive competition regime, as established in article 22 of Law 38/2003, of November 17, General Subsidies. Thus, these aid are intended for companies that hire unemployed people registered in the municipality of Chiva as employees. Hiring carried out by companies, with work centers located in any municipality in the province of Valencia, with a duration of at least 12 months, will be eligible for subsidies. 2nd BASE. REQUIREMENTS REQUIREMENTS OF BENEFICIARY COMPANIES. 1. The final beneficiaries of the aid will be natural or legal persons, legally constituted, who hire personnel in the terms established in these bases, who carry out business or commercial activities in the territorial scope of the province of Valencia, meeting the following requirements: a) Be registered in the Special Regime for self-employed personnel or the corresponding Mutual Fund or in the general regime of Social Security and the Treasury at the time of submitting the application for aid. b) That both the registered office and the premises where the activity is carried out, if applicable, are in the province of Valencia. c) That it is up to date in compliance with its tax obligations or with the General Treasury of Social Security (TGSS), as well as that it has no outstanding debt with the Chiva City Council. This requirement must be met throughout the aid granting procedure. d) That it is not subject to any of the circumstances included in article 13.2 and 13.3 of Law 38/2003, of November 17, General Subsidies. This requirement must be met from the date of submission of the application until the date of payment of the subsidy, if applicable. e) Not having obtained or requested any other aid for the same eligible action, except for possible Social Security contribution bonuses. 2. The following are excluded from the aid: Public administrations, their autonomous bodies, public companies and other public entities, as well as associations, foundations and, in general, non-profit entities and self-employed collaborating personnel. Temporary employment companies, except people hired to provide services under their direction. The following cases are also excluded from this aid: Contracts carried out by public administrations, and organizations, entities and companies linked or dependent on them. Hiring carried out by temporary employment companies to make personnel available to user companies in which they will provide their services. Hiring carried out by companies that, due to the commission of very serious infractions, would have been excluded as beneficiaries of employment programs. Hiring carried out by companies sanctioned in the two years prior to the submission of the application for the commission of serious or very serious infractions regarding occupational risk prevention. Hiring by companies that, in the last 12 months, have terminated contracts due to collective dismissal; or who have terminated contracts for disciplinary or objective reasons declared inadmissible, by means of a final judicial ruling or arbitration award. Special labor relations of article 2.1 of the Workers' Statute. Hiring in which the head or management positions or persons who are part of the administrative bodies of companies that have the legal form of a company or private non-profit entities maintain a relationship with the hired person as a spouse, de facto partner, ascendant or descendant up to the first degree.
